I think you should file complaint u/s 18.1 to CIC or SIC since such downgrading restricts your right to information which emanates from fundamental right under article 19.1.a of Constitution. CIC/SIC can order deleting such downgrading due to RTI use and also punish the appraising authority who wrote your APAR. This is victimisation, which in past has been seriously taken by CIC.Pl refer following decisions:

CIC/OK/A/2007/00290 dated: 11 September 2007 and 
CIC/OK/A/2006/00163 dated, the 9th November, 2006

They have alleged that you are in the habit of abusing the RTI Act by extracting personal information himself and through others.  I do not know that while personal information is exempt under section 8 of the RTI Act, how you can have that and abuse the Act?  The onus to prove filing RTI through others is on the Department.  This seems to be tantamount to snatch away your right to information. Please consult an expert/ lawyer.  RTI give right to govt. employees also to ask for information under the Act even from his / her deptt.

My ACR now called APAR is downgraded on the ground that I use RTI applications for getting information by self and through others (Copy attached) by the reviewing authority. Is it crime done by me and others using RTI Act for getting information. Please advise to safeguard my write to get information under RTI act and also my service future.
