You can prefer a first appeal to the First Appleate Authority under section 19(1) of RTI-2005 act.
 
Statting the reason for the appeal as: Information asked was not supplied.

        Looking for advise from the experts.
 
    I had filed 2 RTI applications with the PIO,Office of the DM Gautam Budh Nagar and the PIO office of the Deputy Registrar of Coop societies GB Nagar on 23 sept 2011.
 
    However thus far I have not received any reply from either of them. I did get a phone call from the office of the Dy Registrar on 23 Oct or so, advising me to come and receive the information from them. When I requested that the info sought be forwarded to me by post, I was informed that it was not possible since the office DID NOT HAVE A PHOTO-COPIER. I advised them to explore the resources of the other offices or the local market, and send me a copy.
 
I specifically declined to visit them for collecting the required information.
 
They have not sent me any information till now. 
 
MY QUESTION  
 
           Can I lodge a complaint now(07 Nov 2011), if so, then, UNDER WHAT SECTION OF THE ACT, and  TO WHOME EXACTLY  ??
 
 
            The matter pertains to NOIDA (Gautam Budh Nagar).
 
 
Would appreciate specific and exact advise relevant to my case for Noida.
