Dear Sir,
What will the new minister do when-
1. Govt. is the biggest litigant and appeals are filed in aroutine manner.
2. Govt. is not willing to carry out police reforms inspite of directions from the supreme court. You know in criminal justice role of the police from the stage of an F.I.R. to investigation till concluding the case is very crucial. Even a manupalatedF.I.R may take ten years for closure.
3. Govt. being responsible to implement may take its own time to implement the judgements and decreeds even of the highest court.
4. Govt. does not provide the necessary funds for infrastructure and expansion of jdicialry. Please see the budget provision for ministry of Law and justice.
 5.Panchayat Raj is only on papers and is being used for vote bank rather than an alternative forum for settling disputes in rural areas.

It is good news that Dr. Oily has been removed from a critical ministry.  He was long on words, short on performance.

In his place is Mr. Khurshid, said to be an able lawyer and administrator.  So let us hope he gets straight down to concentrate on the wada, not the hole in it.

The haplass citizens would welcome a three or five-fold increase in the number of judges (if necessary, by recalling retirted judges and having 2 sessions in each court).  It is urgent that the infrastructure is suitably upgraded and improved for the sake of judges and public.  Then, all courts should be audio-video recorded so it is easy to bring to book the bad apples.
