Dear Madam

Now that a new Chief Vigilance Commissioner has been appointed, I trust that you will kindly inquire and take suitable action on why  my public grievance, long pending with your Department, registered since 13 February 2011 as "DARPG/E/2011/01090" has not been disposed off as yet by Mr. K.G .Verma/Director-RTI-DoPT, by a speaking order or otherwise.

For your ready refernce I am again attaching a PDF of the latest status on the PG website for this case.

It is pertinent that the grievance should have been disposed off by about 13 April 2011, but it is still inexplicably delayed without even an interim reply to me. As I am given to understand that the public servant I have demanded action against has publicly stated on many occasions that he only accepts Rs.1 as a token salary for doing his job, I am concerned that all/part of the excess salary to him is illegally finding its way into pockets of DoPT officers to forbear from taking action against him for the offences I had reported.

I therefore pray that you may personally investigate this vigilance complaint and ensure that justice is done in my case. In the alternative I am now left with no remedy except to take all aspects of my unresolved grievance outside your Department.

I constrained to bring the following facts to your kind notice concerning my public grievance "DARPG/E/2011/01090"

That I sent an email of complaint to your predecessor Mr Shantanu Consul concerning a brazen violation of the Official Secrets Act by a Central Information Commissioner and requested initiation of prosecution on my complaint. Mr Consul, for reasons best known to him, chose not to act on my complaint. I have reason to believe that this omission on his part was corrupt, but I am not pressing that at the present time since the media claims he is in line (along with yourself) for appointment as the Chief Vigilance Commissioner . I followed this up with an email reminder stressing that I would not let this matter drop, and specifically called upon Mr Consul to inform me in the event he was not acting on my complaint so that I could pursue my alternate remedies. Not hearing from him, I had every reason to presume that my complaint was under investigation.

I was therefore shocked to learn from a former Information Commisser of India that Mr Consul was compromised into not acting on my Complaint because he was himself in line to be appointed an Information Commissioner and he needed the political support of the Information Commssioner I had complained about. Fortunately for the citizens of India, MrConsul was unsuccessful in this bid.

I promptly lodged a public grievance to your Ministry on the inaction on my complaint whcih was duly registered as number "DARPG/E/2011/01090" on 13.Feb.2011, The Action date was 8.April 2011 and action was to be taken by one Mr. K.G.Verma (Director/RTI/DoPT) before that. I regret to say that my grievance is delayed by a further 2 months from this date.  I am attacing a PDF file of the current status of my Grievance on the website for your ready reference.

It is pertinent to inform you that reliable sources in Government inform me that the delay in taking action on my registered public grievance  is directly connected with the political patronage required by certain candidates to be selected/appointed as Chief Vigilance Commissioner and to shield the said individuals. As this is odious, I therefore request you to kindly ensure that my pending grievance is disposed off within 3 days under advice to me and well before the next CVC is decided .

In the alternative I reserve the right to approach all competent bodies concerning my grievances.and especially onsidering that the DoPT during your tenure has bent the law to exclude eligible eminent private citizens from being appointed as various Commissioners.
