Dear Friends,
 
An order dated 10.5.2011 issued by R.I. Singh, State CIC Punjab, imposing penalty of Rs.25 thousand on BDPO  Siidhwan Bet (Ludhiana). It is worth mentioning that R.I. Singh's declared stand that he does not believe in imposing penalty was  the main reason for stand off between RTI Activists Federation, Punjab and R.I. Singh; he had openly declared that by giving death sentence, murders have not been implemented, similarly by imposing penalties, the RTI Act cannot be better  implemented.
 
R.I. Singh had  joined as State CIC on June 28th, 2009, and up to November 7th, 2010 ( for a period of one and a half years), when he walked out from Public Hearing in Law Bhawan, Chandigarh, when the gathering passed a resolution calling upon the State Information Commission to impose penalties against all defaulting Public Information Officers, he had neither imposed any penalty on any PIO, nor awarded any compensation to any complainant or appellant.
 
A few days ago, R.I. Singh was  good enough to impose a penalty of only Rs.6 thousand on Rakesh Bhaskar, DFSC Ludhiana. R.I. Singh has awarded compensation also to about half a dozen appellants during last two or three months.
 
Yesterday's order of R.I. Singh is, however, significant as it demonstrates  some intention to impose penalties on defaulting PIOs, and thereby to effectively implement the RTI Act in Punjab.
