Thats right. IC AD had directed the Secretary, I&B for full compliance, beginning with Section 4(1)(a). Incidentally, our fellow moderator, Sarbajit was also present during this hearing. Check link for full decision

Subsequently, in the matter of Shri R.B.Ram V/s DG, AIR, New Delhi IC AD took serious note on "non-compliance of Section 4 of the RTI Act by DG;D and DG:AIR and directs the CPIO, Prasar Bharati to submit a compliance report to the Commission in this regard by 31.3.2010." Check decision

An affidavit dated 31st March 2010 to this effect, stating all AIR & DD offices had complied with Section 4 was submitted by the Nodal CPIO of Prasar Bharti to IC AD. Alas, like in all cases, this undertaking was only on paper. I have a copy of this undertaking and can be provided to anybody who wishes to pursue further.

What is ironical is that the Citizen's Charter of this Public Authority is "Inform freely, truthfully and objectively the citizens of Indian on all matters of public interest, national and international"

It would have been much better if you had referred to directions of AD to Secy.I&B in Manoj Pai's matter.
