Individually we will not be able to fight the  might of the State and make a dent in the corrupted system of Governance however sincere,dedicated and truthfull we are.

We can fight it only through collective efforts through some form of organisation . In other words by pooling the resources  of men and material( financial}.

Individually one may have the satisfaction that he has done his best but it will not lead to make any change in the system.The sstem has been corupted and perfected over the last 70 years.Today the Govt. has so much resources at its command  but is there enough transperancy or accountability on how those resources are used or misused?

Then the resulting suppurating wound needs to be excised and treated for the country to be healed and move Forward.

It has and will always be my very firm resolve with added vigour to carry on highlighting any injustice, corruption and nepotism. Nothing shall deter me and my commitment in this regard. In fighting injustice one faces a backlash and more seriously the risk of an attempt on one's life. Over the years of fighting against injustice, nobody has been able to intimidate me. I have never been cowed down by any threats of consequences that I have had to face for speaking out fearlessly and taking on the powerful and mighty over a wide range of issues. Even that heinous attempt on my life did not cow me down but only made me stronger and emboldened my resolve to stand up against the powers to be.

We need to maintain the spirit and keep on fighting. Life is a very short voyage, a journey, the end of which we know not. So let's keep up the fight. We owe it to Goa, or else posterity may never forgive us for having silently allowed our once beautiful State to just fester and wither away.

May the care, concern and compassion of every Goan wherever he or she is be always for Goa.We will all one day depart but our Goa must live. And when we do have to depart, it should be with a proud sense of accomplishment of at least having attempted to do something little for our Goa, once the Paradise of the East. In death, one may be physically gone, but the spirit will always be around to witness that glorious day when Goa will be truly liberated from injustice, corruption and nepotism, all sadly a way of life today.

Many thanks to your office for facilitating a callback from Delhi Women's Commission to me the same day as my email.

FYI, it was verbally intimated to me by a person claiming to be from Ms. Jaihind's staff that the Union Minister referred to was not Dr. Harsh Vardhan (former Union Health Minister and MP from Chandni Chowk constituency where GB Road falls) nor Mr. J.P.Nadda (the present Union Health Minister) but may be the Union Minister of State (Health) from some minor party called Apna Dal.

I find this very hard to believe and it smacks of the desperate evasion theatrics which Ms.Jaihind is notorious for.  You are doubtless aware that another DCW member, on sidelines of the press conference, had confidentially informed select members of the media that Ms. Jaihind was referring to Dr. Harsh Vardhan (MP for GB Road) who they (mistakenly) described as the Union Health Minister.

Accordingly I hope that you will ensure that the names of the Union Minister and the other senior Delhi politician(s), if any, who are behind the GB Road corruption are promptly revealed and appropriate FIRs filed against them by the DCW under its statutory powers.

[IAC#RG] A Nobel prize winner explains why "AAP is an A-team and B-team party".

For experts only:-

India Against Corruption has consistently stated from the time of
formation of the Aam Aadmi Party in Oct 2012 that AAP is an A-team of
Congress and B-team of BJP.

However, to understand this curious situation we need to understand
Nobel Prize winner (Economics:1972) Kenneth Arrow's "impossibility
theorem".

Kenneth Arrow investigated the general problem of finding a rule for
constructing social preferences from individual preferences. As an
introduction to the problem suppose we wanted to find the social
preference for the three ice cream flavors, vanilla (A), chocolate (B)
and strawberry (C). One possible method for determining the social
preference is by majority voting on choices between each pair of
flavors.

• 45 votes A > B > C (45 people prefer A over B and prefer B over C)
• 40 votes B > C > A (40 people prefer B over C and prefer C over A)
• 30 votes C > A > B (30 people prefer C over A and prefer A over B)

Flavor A has the most votes, so it would be the winner. However, if B
was not made, C would be the winner, as more people prefer C over A.
(A would have 45 votes and C would have 70).

This result is a demonstration of Arrow's theorem which states that a
clear order of preferences cannot be determined while adhering to
mandatory principles of fair voting procedures. In other words, there
is no rule, majority voting or otherwise, for establishing social
preferences from arbitrary individual preferences. This theorem
indirectly explains why AAP is now crying over rigged EVMs. (NB: The
fact that EVMs are riggable and actually rigged is another story).

This was a major result and for it and other work Kenneth Arrow
received the Nobel prize in economics.

Is there a way out of this dilema ? Arrow says there is one (and only one)

"Social preferences should depend only upon the preferences of one
individual; i.e., the Dictator".

So the consequence of this is the well known 'Gibbard–Satterthwaite
theorem' which states that if a social choice function whose range
contains at least three alternatives is strategy-proof, then it is
dictatorial.

MORAL : Apparently if Arvind Kejriwal was not CM of Delhi then
Narendra Modi would not be PM of India.

India Against Corruption is not going to report anything of the sort
and pander to their "mai-baap" culture by begging for a few crumbs
thrown from their high table.

Neither shall we be distracted. We have a clear case here where the
senior-most officers of the Transport Department have brazenly
organised systematic and corrupt breaking of the law over a
considerable period to enrich themselves in crores within a short
period of time.

Let this government investigate and explain the reasons why thousands
of offenders were prosecuted and let off by "compounding" offences at
a paltry Rs. 100 when the Delhi Traffic Police prosecutes the
identical offence at Rs. 5,000 as NON-COMPOUNDABLE punishable through
the courts.

This IAS lady, whatever her name is, is in charge of both the people
authorised to prosecute this offence and we shall see how far this
corruption extends to. IAC has just read a large dossier of a third
party involving this IAS lady when she was a Joint-Secretary in
Ministry of Non-Renewable Energy ("MNRE") and it was pretty clear why
she had to leave from there in a tearing hurry.

Thanks, and please add an enquiry about Nehru Place bus stops too. Some Orange bus drivers don't stop at the stop before Eros Hotel light if they see the light has turned green. This is awful for commuters waiting at the stop. Neither green nor Orange buses stop at the bus stop at all if they see groups of school students throbbing the place. So ordinary commuters suffer.

Secondly, conductors don't ascertain whether all passengers including old people, children and women have boarded the bus begore starting again leading to a dangerous scramble on to a moving bus.

I presume the article is correct on material facts because it was retweeted with approval by you on Twitter and no official rejoinder to it appears to have issued by GNCTD against it. It is pertinent that I responded to your request and sent details of some problematic bus stops in South Delhi to you and I also commented thereafter to you about your department's related draft parking policy and its corrupt nature, which you objected to by blocking me from communicating with you on Twitter. You also repeatedly impugned my sanity on a public forum like Twitter for complaining about your department's policies, irregular processes followed by your officers and you adopted innovative evasive methods to obstruct/prevent me from meaningfully responding to your department's public notice issued by Shri K.K.Dahiya (Special Commissioner (Transport)/GNCTD).

Accordingly, on the basis of the said as yet unrefuted news report in DNA newspaper, I am calling upon you to dutifully inquire against and/or prosecute Shri K.K.Dahiya (Special Commissioner (Transport)/GNCTD) as well as each and every member of his 80-member enforcement team from your Transport Department for criminal misconduct and corrupt abuse of their position as public servants to cause wrongful loss to the State exchequer amounting to crores of rupees and corresponding wrongful gain to traffic offenders and to save the traffic offenders from mandatory prosecution by the court as prescribed in law. Incidentally I had personally been earlier agitating this matter of buses not stopping at the kerb near bus stops to your department /GNCTD, the copies of which I had shared with you online via Twitter.com.

A proper and independent inquiry will bring out all the Prevention of Corruption Act and/or Indian Penal Code offences involved considering that your department officers apparently challaned/booked offenders u/s 122/177 Motor Vehicles Act and/or corruptly let them off with trivial compounding fines of Rs.100 or so, when the offence is classified as punishable under "66/192 MV Act" with upto Rs. 5,000 fine for first offence and is non-compoundable with the offenders to be sent directly to the court for punishment.

Because it is inconceivable that your expert enforcement officers are unaware of the legal provisions for this specific regulatory/permit offence of "Bus not stopping within one meter of the kerb of the authorized bus stop" (see offence #61 at https://delhitrafficpolice.nic.in/public-interface/traffic-offence/ archived at http://archive.is/hisna), I am concerned that during their 2 week long drive, your department's junior officers have all evidently received substantial illegal gratifications for letting thousands upon thousands of errant bus drivers escape the stiff legal penalties u/s 66.1/192-A MV Act required to be imposed by the courts only, including for permit violations which seriously endanger the lives of pedestrians.

NB: I can cite several other similar instances where Mr. K.K. Dahiya and his law / enforcement officers have evidently been acting for vested commercial interests in the transport / transportation sector in Delhi/NCR in defiance of law.

Fortnight-long drive to start today; errant drivers will be booked, challaned, and may end up losing their licences

The drivers of low-floor Delhi Transport Corporation (DTC) and cluster buses will now be booked for not halting at designated stops. Numerous commuters had complained that instead of the bus shelters, these drivers halted in the middle of the road or a few metres away, making them run to catch the bus. Prompted by these complaints, the Delhi government's Transport Department is all set to start a drive against them on Thursday.

The department has formed an 80-member team of enforcement officials to crack down on bus drivers in the fortnight-long drive. The officials in plain clothes will be deployed at major bus stops, including AIIMS, Safdarjung, Dhaula Kuan, INA, Peeragarhi, ITO, Mukarba Chowk, Lakshmi Nagar, and Akshardham.

The national Capital has over 5,000 bus queue shelters, of which around 2,000 will have the presence of these enforcement officials.

"In the first two days, the errant drivers will only be given a warning. If they continue to indulge in the practice, they will be challaned. In case of repeated challans, a driver may lose his commercial license," Special Commissioner (Transport) K K Dahiya said.

The challans will be issued under Sections 122/177 of the Motor Vehicles Act, 1988.

Not halting the bus at the designated spot leads to chaos and congestion on roads and holding up of traffic, besides posing a challenge to the elderly, women, and specially-abled people, Dahiya said.

The department has also shot letters to the DTC and the Delhi Integrated Multi-modal Transit System (DIMTS), which runs cluster buses, to rein in the drivers violating the norms. Many complaints regarding speeding, rash-driving, and not stopping at zebra crossings have also reached the authorities.

At present, the DTC has a fleet of 5,600 buses, of which only 4,200 are plying. The rest are defunct. According to a recent survey, Delhi needs at least 11,000 buses on a daily basis.

In 2015, the Aam Aadmi Party (AAP) had promised to add 10,000 buses to the DTC fleet and 736 to the cluster fleet. While no new DTC buses were procured, only 215 cluster buses were finally added.
