This government has to be assessed on the 'Goa Vision Document 2012-2017', released by the Party in the run-up to the March 2012 Assembly elections and its acts and deeds over the last four years in Power with a never ending string of U Turns and the reneged promises. Promised was a new Agricultural policy to make agriculture a more rewarding effort but all that we witness today is the continued sight of fields and hills being converted to concrete jungles. We were assured a new regional plan keeping in mind Goa's identity, but there is no plausible progress in that direction while a selected coterie of builders are having a field day with constructions mushrooming everywhere without a provision for basic infrastructure of electricity, water, parking, sewage and garbage disposal.
To ensure regular, uninterrupted power supply the BJP had promised that the whole of Goa would have underground cabling in five years and that the State would be plastic-free in three years which has also not happened. It is almost four years and the promise that a garbage management system would be in place in 18 months is still a distant dream. The government has miserably failed in its promise of 12 hours-a-day uninterrupted drinking water within two years. Also not appointed is the promised Minority commission. Contrary to the 2012 assurance, the six-lane Zuari Bridge was not a priority. Let the government enlighten us as to how many Non-Resident Goans (NRGs) it has encouraged and in what manner, for Goa's development, as promised in that Vision document. The BJP has only played to the gallery on the issue of Special Status but has done nothing to control the alarming and unacceptable levels of migration into Goa.
We were assured that in three months garbage strewn along the roads would be cleared. Apart from a mere cosmetic exercise on some roads, the garbage situation statewide has instead turned critical with even the beach cleaning contract being a multi-crore scam. The BJP has not had the spine to even deliver on its promise of banning plastic bags.
Escalating level of crime is a matter of grave concern while political interference in police functioning is turning Goa into a lawless State. The promise to get rid of the Casinos from the River Mandovi was another joke.
The BJP had promised that Professionals and not Politicians would head Corporations and other bodies but to our utter dismay, all the Corporations have been loaded with political cronies, some of whom carry woefully tainted.
Various schemes launched to pay doles and build vote banks are in bad taste. Welfare measures cannot be treated as gifts of the ruling party but have to meet the needs of the deserving. Even on the Medium of Instruction (MOI) issue there has been an oscillating volte face.
While in the Opposition the BJP had always vociferously criticized the wasteful expenditure of Ministers and MLAs on unnecessary travel, especially the foreign junkets, but over the last four years the current Ministers and MLAs have been jetting around the world recklessly, while draining an already depleted the exchequer.
With so much hype on e-governance, Goa's bureaucracy is bloating by the day. Despite the current financial crisis, the BJP has been s hiring thousands more to accommodate his party cadres. One of the first decisions by the BJP on taking over office in March 2012 was to hike the fees of the Advocate General Atmaram Nadkarni from Rs five lakhs to a whopping eight lakhs a month. Despite the hike Atmaram Nadkarni has continued to be the legal Messiah of the Mining Barons, Casino Lobby and the Builders.
In his first budget speech in 2012 the then Chief Minister Manohar Parrikar had assured that every Department would implement e-governance within 18 months. Sadly, most government websites are dysfunctional or remain not updated for months. The 'aam aadmi' is now paying much more for every government service. Even the fee for registering a Power of Attorney which was earlier Rs.50/-, shot up to Rs.500/-.
Despite having been given a clear mandate, the BJP has been unable to deliver on the 'Parivartan' that it promised by way of Good governance and Zero tolerance to corruption. Rampant corruption continues unabated. Scams continue galore. What has changed is only the identity of the agents, brokers and beneficiaries. And we are without a Lokayukta till the BJP finds a pliable one!
Last year Manohar Parrikar left Goa and passed on the baton to Laxmikant Parsekar but every Goan will vouch that it has been four dismal years of confusion, contradictions and controversies. This may sound like a requiem but that, is the unfortunate ground reality. During the 2012 election campaign, Manohar Parrikar had promised us the moon but reneged on almost every promise. He used every trick under his sleeve to usurp the office of Chief Minister. We thought he had learnt from his past mistakes and would turn a new leaf. Sadly, it was not to be. It was the same old Manohar Parrikar, puffed up with added arrogance and highly allergic to any criticism.
His one remarkable achievement is of having stifled the entire voice of the Opposition. Through his trademark tactics he successfully caged and grounded most Opposition MLAs. Surprisingly, to Parrikar's credit goes the fact that many of the otherwise vocal and proactive NGOs have also gone comatose.
With elections due within a year, we have had a very pompous Carnival and an equally colourful Shigmo will follow. But this is a sign of bad governance - when a State sponsors fun and frolic when its coffers are empty. The government has been on a borrowing spree. How long will it be able to sustain such lavish spending?
We are reminded of the words of Manohar Parrikar in his first budget speech of 26th March 2012: "Speaker Sir, the election results made me speechless, and now is the time for me to speak and assure the people, that the faith and trust they have put in us, shall be responded and honoured in multiple"
But the BJP has not honoured the faith and trust the people of Goa reposed in the party. The actions of the government speak for themselves. We were hoping that the 'Parivartan' in 2012 would be for the better. But the question that torments the common man today is "Have we landed from the frying pan into the fire?"

The activities of JNU students is very useless propaganda. They are exercising in futility supporting the terrorist and whimsical activity to defame the BJP Govt.The recent incidents in J N U, Delhi , where students planned cultural programmed to protest against the hanging of Afzal Guru, the agitation by students in Hyderabad University when a student committed suicide and the support readily given to such agitations by politicians , only highlight the fact that politics have made deep inroads in the academic institutions and universities.
Many students of JNU are supporters of Communism and they are biased all about the nationalistic activities of BJP. BJP and Modi Govt. is only the source of Indian nationalism to keep intact all the prestige and identities of India. The Students of JNK and Congress (I) Rahul Gandhi and Indian Communist party are supporting the terrorist Afzal Guru who was hanged. Due to the many biased students who are affiliated to one political party or the other and if the police would initiate action against them, politicians interfere in their support.
But, in that issue, all the supporters of the terrorists can't success. The Court also will support the BJP action because, Modi Govt. is doing the best for the goodness of Indian people.

BJP forming government with PDP the party which officially treat afzal as Martyr is nationalistic and forming government with the Alkali 's who tore the Constitution is also nationalistic act. Television anchors who are branding an entire university as anti-nationals and inciting violence against helpless students are unbiased.... What kind of people you are?? When I was a student in Annamalai University in Tamil Nadu, I attended a meeting addressed by Mr. V.V.Giri, former Vice President and President of India.
During the question and answer session, I asked Mr.V.V.Giri as to whether the students can get themselves involved in political activities. Mr. V.V. Giri replied without hesitation that students should do the following three things, namely study, study and study.
Mr. Giri who was an active trade union leader before becoming the Vice President of India pointed out that students should know politics but should not involve themselves in politics, as it would divert the attention from the primary task of studying and learning. Students getting involved in politics is neither in their interest nor in the interest of the nation.
The recent incidents in J N U, Delhi , where students planned cultural programme to protest against the hanging of Afzal Guru, the agitation by students in Hyderabad University when a student committed suicide and the support readily given to such agitations by politicians , only highlight the fact that politics have made deep inroads in the academic institutions and universities.
In recent times in Tamil Nadu, several students have indulged in rowdy like behavior and frequently indulged in condemnable acts such as fighting between themselves with knives, hijacking the transport buses and even murdering teachers. Many of such students have affiliations to one political party or the other and if the police would initiate action against them, politicians interfere in their support.
It is seen that more than 95% of the students are interested only in academic pursuits. Only minority of students who have criminal mind set or who want to launch themselves as politicians in future, indulge in such rowdy like behavior. Unfortunately, the print and visual media give huge publicity to such deplorable activities of small group of students, which virtually amount to encouraging them, as these politicians in the making get all the publicity that they want.
In this scenario, it is appropriate that the Government of India has taken action against the agitating JNU students and strongly deplored their behavior. As expected, several politicians in the opposition parties and some so called activists criticize the action of the government of India with ready made statements such as curtailing the freedom and reminiscence of the emergency days etc. As usual, the print and visual media give more publicity and space to the activities of the student and utterances of the critical politicians, than the views of the government.
It is high time that we treat the student politician as politician and not as student and refrain from giving the benefit of treating with kid gloves.

There exists a great deal of cacophony that's secondary to our lives, in that most of us who share our thoughts are neither the culprits nor the victims, lest we should have had radical views.
The question therefore is, 'How often our collective thoughts have been well structured that deserved eyes and ears of the nation so diverse?'
On the captioned topic, the choice is between those who want to become politicians to camouflage their 'fear' and those who steadfastly pursue it as a career. Whilst the former needs no great sacrifice, the latter entails persecution. Its the balance between the two that decides the success or failure of democracy.
We need all sorts of professionals to cater to over 1.2 billion population. Then why not a professional 'Student Politician'?
Our institutions have indeed produced some of the brilliant minds and should be as such held in high esteem.
At 17 we complete schooling and enter into a professional stream. Give the 'Student Politician' a decade (5 years of knowledge + 5 years of wisdom) to get into the mainstream politics, else he or she shall no longer be construed as a 'Student Politician' thereby paving way for other aspirants.
The very fact that we have "Elections" and "Unions" goes to prove that a teacher need not always teach and a student need not always study!

In University one is these to STUDY period.
If any discussion or debate is to happen it has to be in the curriculum and in classrooms.
The worst part in this is the professors in these univs.
The level of teaching has gone DOWN.

[IAC#RG] GHRC ASKS GOVERNMENT TO HIKE TRAVELLING ALLOWANCE OF COURT BAILIFFS FROM RS 200 TO RS 1000
The Goa Human Rights Commission has today asked the Goa Government to consider increasing the travelling allowance being paid to the Court bailiffs in Goa from the current monthly Rs 200 to Rs 1000.
The three member Goa Human Rights Commission headed by Justice P.K.Misra and comprising of retired District Judge A.D. Salkar and Mr. J.A.Keny today passed the order on a petition filed seeking that the current paltry monthly travelling allowance of Rs 200 being paid to the Court Bailiffs be hiked. The Commission has adjourned the matter to 21st of April for the compliance report of the Government.
The petition sought justice for the 86 bailiffs working in the various courts across Goa who are currently being paid only a very meager travelling allowance of a mere Rs 200 a month though they have to travel extensively to serve notices issued by all Courts including the High Court.
It was pointing out that then Chief Minister Manohar Parrikar in March 2012 had cited high inflation as the reason to hike Advocate General Atmaram Nadkarni's fees from five lakhs to eight lakhs a month, and that the government cannot adopt double standards on the financial plight faced by the poor bailiffs.
Non-payment of a just amount was a Human right violation as the bailiffs had a right against being exploited by being deprived of due compensation. The intervention of the Goa Human Rights Commission was sought to alleviate this great injustice being done to the bailiffs who have an important responsibility of serving court notices. Finally thanks to the Goa Human Rights Commission some Acche din for the Court bailiffs.

What kind of moronic views are being expressed in the name of nationalism. At least increase your level of understanding before you write such nonsense. Do you think our country has become so weak that it is threatened by some slogan-shouting youth. BJP forming government with PDP the party which officially treat afzal as Martyr is nationalistic and forming government with the Alkali 's who tore the Constitution is also nationalistic act. Television anchors who are branding an entire university as anti-nationals and inciting violence against helpless students are unbiased.... What kind of people you are?? And what about the dumb police men who are only good in taking bribe and beating up helpless people.? Do we need such a police for a nation like ours?
I whole heartedly endorse your views.The primary duty of students is to pay attention on their studies and not indulge in politics due to misguided politicians. The ugly situation which happened in JNU and subsequent interference by politicians of all hue particularly defense of such unpatriotic gundaas of the university by Congress and Left parties was most unworthy and shameful.Instead of condemning the event they talked about freedom of speech,quoting the Constitution,without understanding the limits of it.Calling the action of the govt a fascist act is utter nonsense.In fact they should have cooperated in identifying the culprits as most belong to their cadre.Further, most of the TV Channels,have also become the mouthpieces of the Left parties as many of the anchors come from the same background.There is a evident bias in their not only reporting but also they deliberately bring panelist who support anti nationalists,and try to defame the the rightful action by the police.Dr A. TREAT STUDENT POLITICIAN AS POLITICIAN AND NOT AS STUDENT
When I was a student in Annamalai University in Tamil Nadu, I attended a meeting addressed by Mr. V.V.Giri, former Vice President and President of India.
During the question and answer session, I asked Mr.V.V.Giri as to whether the students can get themselves involved in political activities. Mr. V.V. Giri replied without hesitation that students should do the following three things, namely study, study and study.
Mr. Giri who was an active trade union leader before becoming the Vice President of India pointed out that students should know politics but should not involve themselves in politics, as it would divert the attention from the primary task of studying and learning. Students getting involved in politics is neither in their interest nor in the interest of the nation.
The recent incidents in J N U, Delhi , where students planned cultural programme to protest against the hanging of Afzal Guru, the agitation by students in Hyderabad University when a student committed suicide and the support readily given to such agitations by politicians , only highlight the fact that politics have made deep inroads in the academic institutions and universities.
In recent times in Tamil Nadu, several students have indulged in rowdy like behavior and frequently indulged in condemnable acts such as fighting between themselves with knives, hijacking the transport buses and even murdering teachers. Many of such students have affiliations to one political party or the other and if the police would initiate action against them, politicians interfere in their support.
It is seen that more than 95% of the students are interested only in academic pursuits. Only minority of students who have criminal mind set or who want to launch themselves as politicians in future, indulge in such rowdy like behavior. Unfortunately, the print and visual media give huge publicity to such deplorable activities of small group of students, which virtually amount to encouraging them, as these politicians in the making get all the publicity that they want.
In this scenario, it is appropriate that the Government of India has taken action against the agitating JNU students and strongly deplored their behavior. As expected, several politicians in the opposition parties and some so called activists criticize the action of the government of India with ready made statements such as curtailing the freedom and reminiscence of the emergency days etc. As usual, the print and visual media give more publicity and space to the activities of the student and utterances of the critical politicians, than the views of the government.
It is high time that we treat the student politician as politician and not as student and refrain from giving the benefit of treating with kid gloves.
