NEW DELHI: India Against Corruption, which was an umbrella initiative for anti-corruption crusade and Lokpal campaign, has decided to start a "No Gandhi" campaign against counterfeit currency. In its first major campaign after Lokpal, when Arvind Kejriwal had led a splinter group to start Aam Aadmi Party, India Against Corruption has proposed a new series of currency notes to counter fake currency in circulation. IAC has sent a proposal to RBI to introduce currency notes honouring other Indian other Indian heroes of the Independence movement. IAC has proposed that Rs 100 denomination notes with Mahatma Gandhi series be replaced by images of Shaheed Bhagat Singh, Rs 500 notes with Chatrapati Shivaji Maharaj image, Rs 1,000 notes with Rabindranath Tagore image and Rs 200 with Tipu Sultan series.

Speaking to ET, IAC national convenor Sarbajit Roy said, "This is not a suggestion or representation but a formal request from IAC movement for grievance redressal to safeguard the integrity of the Indian state. In case RBI does not take steps to address these concerns, we would stop accepting the currency notes in circulation and start a "No Gandhi" movement.

Dear Sarbajit .

I entirely agree with your contentions in Para 3 and Para 6 but not Para 4. A deeper study of the freedom movement and the antagonistic actions of Gandhi, Jawahar and other acolites  would highlight the fact that it is infact easier to project Subhash as No 1 in your list. His achievements were not only inspite of but also
regardless of Gandhi.

Having said that I will not insist on any change in your priorities because Subhash will get his due regardless of any thing else because people of India recognise his place in history.

Dear Brig Chhikara

Sir,

Thanks for your prompt response.

1) At the outset let me inform you that Netaji was my paternal
great-grandfather's student in patriotism, and the student repaid his
debt to his teacher by saving his teacher's life.

2) As you may recall the IAC is part of a larger and ancient patriotic
movement from the 19th century, which is deeply aware of and immersed
in its history and pays homage to all those who came before us and on
whose work we build on today, Netaji included.

3) As IAC is a pan-Indian movement we have to carefully calibrate our
choices for maximum impact and support. I am sure you will not
disagree that the first objective is to dislodge Gandhi and repel his
image from the common psyche rather than replace him by anybody
specific.

4) The 4 names IAC has proposed were selected after considerable
internal discussions in the wider movements, to provide an initial
impact, balanced representations and a better overall shot at success.
Since apparently I shall be personally spearheading this campaign if
we have to do so, I would find it far easier to make a case for Tagore
versus Gandhi, rather than Netaji versus Gandhi for the Rs. 1,000
note.

5) I also want to make it clear that we are presently not changing the
names IAC is proposing. I am proceeding for the annual retreat /
meeting of IAC's parent body today, and I shall certainly faithfully
convey the views of your INA trust to my seniors.

6) May I also say, humbly, it is also because of such sectarianisms
that the Govt is able to successfully divide us. Hence we appeal to
all those with IAC not to press any names at this stage and focus on
the common larger objectives of nation building and anti-corruption..

Re: [IAC#RG] CAN IAS OFFICERS FUNCTION LIKE REBELS ?

It is absolutely correct. The day our administrative system is corrected  , the country will change . These bureaucrats make politicians corrupt by scumming to all types of their demands to get their favours .

At present they have grabbed all the powers to act the way they like . Absolute powers have corrupted them  so deeply that they have started controlling all the pillars of governance .
They need to be made ACCOUNTABLE , TRANSPARENT AND RESPONSIBLE.

This is in response to the mailer to IAC by Mr N.S.Venkataraman of Nandini

I disagree with Mr Venkataraman for the following

1. As the noted economist Adam Smith writes "

"Individual Ambition Serves the Common Good." Let every powerful individual, be it a bureaucrat, a politician or an industrialist  be ambitious. This will bring Competition among them, Competition among the big. Competition, you know even among the worst of rogues, finally ends up in the good of the society.

2. The practice of you scratch my back and I scratch yours among these powerful people ( the so called cartels) must be broken. Make them to fight among themselves. They will bring out the conspiracies of each other.

3. In my opinion, we should rather support this type of activity by the bureaucrats and others, including the juniors.

4. You will appreciate that the cadre like IAS was instituted by British to perpetrate the slavery. It is only India, Pakistan and Bangla Desh who continue to have this type of cadre. The Britain does not have this !!!

Of late, some IAS officers are seen and heard criticising the government that they serve. They unhesitatingly participate in debates in television media making critical remarks about the ministers and policies and methods of the government. One wonders what is the "Lakshman Rekha" for these serving IAS  officers who really sound like rebels.
Obviously, Mr. Ashok Khemka  who has become well known by  frequently defying the government, getting transferred and getting huge publicity whenever such transfers occur and readily giving  his views in media and answering  questions from journalists, has raised   questions as to what would be the rights and responsibilities of an IAS officer and whether the service rule permit such rebellious methods. Mr. Khemka has got away with such approach so far, possibly due to the friendly media that support him all the time even without ascertaining the facts  and a government that is unwilling to put its foot down, fearing the media and the so called public opinion.
The fact is that an IAS officer has to obey the orders of the ministers who are voted to power by the people. If he is given an illegal order or an order in which he has no agreement , he is entitled to request the minister to give the order in writing. If the minister would give the order in writing, he has no alternative other than obeying the order, even if he would not agree ; after recording his dissenting note on the file.
Moreover, IAS officer has the responsibility to ensure smooth functioning of the government apparatus by not adopting an approach of confrontation and friction with the minister, by having a "holier than thou" attitude.
People know the happenings in the government only through media. While Mr. Khemka may have his stand, the ministers too may have the stand and every time Mr. Khemka accuses the ministers , the ministers refute such accusations. For the public, there is no real way to know who is right and who is wrong.
In any case, it is absolutely irresponsible and unbecoming of serving IAS officer to give media interviews , criticising the government. The right course open to him is to go to the administrative tribunal, which looks into the issues concerning the IAS officers and give it's decisions.
Mr. Khemka and some of his similar friends are creating unhealthy precedent which will inevitably weaken the administrative structure and create a new  unhealthy practice and set bad example to the juniors.
Mr. Khemka and his friends should keep in mind that his juniors may also show  similar attitude towards them, due to any right or wrong reasons, learning from them.

Dear Brig R.S. Chhikara

IAC had already done the needful, and Netaji Subhash Chandra Bose's
image is also one of those we suggested, along with Veer Savarkar,
Tilak, Lala Lajpat Rai etc. to be issued in large quantities..

Since the ET report was necessarily brief, our entire proposal can be
read online at
http://www.iacwiki.in/index.php?n=Main.PUBLICGRIEVANCEConcerningRBIsMGSeriesBanknotes

The relevant paras being :-

"E) That additional series of educative bank notes with visages of
iconic Indians in varied walks of lifes and regions shall be regularly
added in all the standard denominations of Rs. 10, Rs. 20, Rs. 50. eg.
Babasaheb Ambedkar, Jhansi ki Rani, Lala Lajpat Rai, Bal Gangadhar
Tilak, Veer Savarkar, Abul Kalam Azad, Netaji Subhash Bose etc. in
large quantities to benefit and uplift the common people.

F) That considering the unique security and demographic threats
against our 8 North-Eastern States, a special series of banknotes of
Rs.100, Rs. 200, Rs. 500 and Rs. 1,000 denominations be rapidly issued
to commemorate freedom fighters of the North-East like Rani Ma
Gaidinliu, U Tirot Singh, Kanak Lata Barua, Tikendra Jit Singh etc. to
forge their unity and clearly demonstrate that people of mainland
India are reciprocally bound to acknowledge and respect unsung
North-East heroes/martyrs contributions for the anti-colonial
struggle. "

IAC has sincerely tried to cover the entire spectrum of India's
patriots, and we ourselves acknowledge that this is only the first
step in a very long war which is to follow to correct this national
injustice and fraud on the citizens.

IAC firmly opposes any kind of personality cult, be it Gandhi, Gandhi
parivar, Narendra Modi, Arvind Kejriwal etc. We firmly believe in
selfless sacrifice and duty without any personal interest or desire
for fame and name.

As a few of our members have also asked for clarifications on how this
project is connected to IAC's scope and as "anti-corruption" work, I
explain below

a) Our campaign is covered under "General Economic Reform And Policy"
mentioned at clause 3.008 of IAC's Charter.

b) A devaluation / rapid withdrawal of MG series notes will greatly
hamper the black money operators, parallel bankers, havala dealers,
tax evaders and so on. We expect declared values of property prices,
and correspondingly the circle rates, to start rising once IAC
launches its campaign from 2 Oct 2015.

c) It is an open secret that in Delhi there is at least 25% and
normally 50% "currency component" in property transactions. The
situation elsewhere is worse. Not only does the State lose revenue by
way of stamp duty, but small property owners like salary earners
cannot get loans for the huge currency component prevalent in property
deals which are instead disguised as "furniture and fittings" etc.

d) These notes generated and hidden away in property deals cannot come
back in circulation, and are either used to further speculate in
property - creating an asset bubble - or are used for lavish lifestyle
with all its attendant evils.

We shall be highlighting all these things to RBI, in the 2nd round.

Sarbajit

Rs.100, Rs. 200, Rs.
