This is a wonderful method. However, Anna has cocooned himself. I had written similarly many times to IAC for Anna to come out and field his candidates before its too late. People are looking for alternatives. Kejriwal will corner some seats but thats not enough. Further, he's silent about Sharad Pawar, which gives signal that perhaps he is being financed by him. We must find a very reliable person to go to his address and council him for a week. Then see what he says. Same with Baba Ramdev. he's a willing horse.

          Will the method adopted by Kejriwal work? How many corrupt politicians is he going to expose?  Won't it take him decades to deal with thousands of thieves.What would be the result anyway. Exposure inpublic will bring about nothing. Will they get punished?  Who will punish them?.  True, their image will be tarnished.  But they couldn't care less about it.  They need money and they have it.
 
          The present method followed by IAC will not put an end to corruption.Never.  IAC is only barking at a dry tree.  I feel the only method is for Anna Hazaare to enter politics, fight the next 2014 election with him as the chair person., capture power  all by himself and clean the stable.  He can deal with the corrupt according to his way then.
 
            I am sure he can corner around 500 Lok Sabha seats if he travels the length and breadth of the counry in the next two years or so promising the people a clean and corruption free  administration  and make the quality of life of every citizen to a top order.An Indian will enjoy his rights as a citizen.  No one could rob it from him. Thisis what he needs to promise in his political speech all over theland. There are more and will be revealed later. Every Indian will feel proud then.  Today, we as Indians are a nobody.  We cannot excercise any right; for that matter we don't even know what our rights are. This should be assured to the people.  People will believe him because he has a halo round his head.
 
           He is worried about the finance.  I had suggested that anyone wanting to join his party, which may be called HONEST PEOPLE's party(HPP) would have to become a member by paying Rs. 50 per year. He must start on a recruitment drive and it won't be difficult to muster around 10 lakh members to start with;  the servicemen and exservicemen would be the prime members and his backbone as well.  The service personnel will gladly join.  His first round of collection may go up to Rs. 10 crore which is enough for his team to travel round. Remember, this is how NT Ramarao overthrew the giant congress in AP and  came to  power with absolute  majority some 30 years back. Why can't such a revolutionary wave take place on an all India basis?  The voters are fed up both with ther  Congress and BJP.  They are looking around for an alternative.  Where is that alternative?  HPP would be that party.
 
         I had made this suggestion to Anna but I wonder if his team had  put up my mail to him.  Certainly not. Would you please try and persuade him to lend his name for a political upheaval. He needs to be the father of the party and not head it as a future prime minister.
 
        Let us goad Anna to come out of his shell and form the party.  This is a better tool to fight corruption ad eliminate it than the one being followed now.

Arvind was initially unwilling to say anything on digvijay singh's questions. You may be aware there is a poll on IAC website if IAC should reply to Digvijay or not. There are also similar polls on 2-3 other media channels. A substantial percentage want some sort of reply to be given to the personal allegations.made against Arvind. In addition there is a sustained smear campaign on IAC movement from certain quarters (which you have also faced earlier) about caste composition of the "new" IAC, Arvind faction's reluctance to answer questions - innuendos on Arvind's personal commitment to transparency / RTI movement etc. We are not talking about the vague things like If Arvind wanted to join NAC, but specific allegations that he spent 20 years in Delhi, so did his wife, he refused to join duty at Chandigarh etc.

After considerable persuasion and seeing the polling trends, some points were clarified today with Arvind's core team before Arvind set off for his dharna outside BSES office, which had been planned long back. Those clarifications have been suitable posted for IAC sewaks / saathis to use if asked. The clarifications are certainly more detailed and specific than anything else in the media so far. It is certainly a game changer because some specific comments have been made therein which other activists have already picked up on.

IAC takes exception to your comment that the answers are sketchy. They are complete to anyone who knows the full background - such as the individual who posed the queries in the first, and second, place.

If, as Arvind's supporter / well wisher, you can get better answers from him than we did, these must be placed in the public domain as soon as possible.

Due to the severe shortage of honest and competent officers with technical skills, Arvind's tenure/postings were repeatedly extended wherever he was posted, approvals followed in due course. Just recently the Income Tax department has again written to the DoPT stressing there is a severe shortage of qualified officers extending to 21,000 vacancies. Sh.Digvijaya Singh may kindly provide, in his next letter to Arvind, all postings of Sh. Singh's good friend Sh.Pulok Chatterji, IAS during past 25 years, including his deputation to serve private NGOs closely associated with Hon'ble Chairperson NAC.

Q2: Is it a fact that even your wife, who also is an Indian Revenue Service Officer, has never served outside Delhi?

A: Same as above. Smt. Sunita Kejriwal is a honest and competent officer deputed in sensitive postings like the Serious Frauds Investigation Office under the Ministry of Corporate Affairs. Due to her qualities the SFIO had on its own repeatedly requested her tenure to be extended. Sh.Singh is making such personal allegations to ensure that honest officers are not posted to sensitive offices inquiring into the business dealings of Mr.Singh's cronies. In June 2009 Smt. A: In terms of Regulation 3 of the "The All India Services (Study Leave) Regulations, 1960" such full report is to be submitted in only in the situations covered u/r 3(1)(ii) and 3(1)(iii) therein. This does not encompass Arvind's study leaves. Sh. Singh may kindly refer to DoPT's letter AIS-III dt.9.8.1994 to broaden his knowledge.

Q4: Is it a fact that you didn't submit a full report, but only an interim report to G0I with a promise to submit a full report later, which you never did?

It is sad that Indian political space is now being occupied by unsubstantiated allegations and vituperative language.  Certainly , the country's media space is not being occupied  by those who deserve the space  by their intellectual capability and credibility.

Mahatma Gandhi said that  a man of  truth  should also be a man of care. Those who claim to be honest should be able to prove by their behaviour and utterances that they are honest.Such honest people will not use vituperative and abusive language and will conduct themselves with dignity and confidence.


For heaven's sake,use of  counter productive abusive language should not be continued any longer.  Let everyone concerned in this "battle", go to the electorate and seek their opinion.  Certainly, the Indian electorate have shown enormous wisdom and maturity, much much more than the so called political leaders.  Every time , they have rejected the unworthy people and gone for the better within the choice available for them.

Let everyone talk about the economic policies, social issues  and give a firm assurance that they would be honest and truthful.  There is no need to throw mud on another person to prove they are better and in the process get the mud thrown back  at them. Indian voters deserve better and they  can see through the game of everyone.

Friends,    If I am not authorised to post into this website, gthis hs to be treated as an exemption temporarily.     I have seen various rules formed by the State in regard to regularisagtion of the services.   In many cases, these rules contain exemptio
ns in regard to application of rules depending on the seriousness of circumstances.   Some of these rules seems to be victorian and are a contravention of Constitution and the fundamental rights of the citizens.    In fact these rules framed under certain laws are supposed to be within the confines of the statute which enabled the rules and such statutes should not be passed in contravention of the constitutional provisions
 
I have seen and known many transfers of certain IAS, IPS, IRS persons including certain Managers of nationalised Banks, Railways etc.,The basic concept of these Laws needs to be examined whether these are absolutely needed or not.   There are thousands of such officers who come under the purview of the rules of transfer depending on their service conditions. When a person to whom these rules are applicable, is abiding by the main statute and the constitution, there would be no necessigty to transfer such persons, even if they are working for a certain number of years.    This is primarily relevant since the public tax money is frittered over transfer of persons who do not suit the needs of the bosses.   However, a transer of a person , whose moral turpitude is in questiom and the persons charging him are unable to prove such charges, in order to maintain normal atmosphere, such person could be transferred out only to remove the bitterness and as a confession of the person charging him as being unable to face him.   Under normal circumstance just becuse there is a rule of transfer , it would be inhuman not only on the person in service but also on public who pay for the cost of such transfers.  This rules needs to be thorughly examined and exception and non-alppications and  compulsory applications of transfer has to be incorporated in such rule.   When there is sticking charge, the person will be punished which is at a higher level of  portection of image of the Authority.  fro the sake of fun and unnecessarily no transfer should take place.   This rule is not a reasonable exception to the fundamental right to Life, living and movement anywhere in India. Regards, dwarakanathdm

[HumJanenge] Chatterji, Digvijaya’s ‘good friend’, caught in cross-fire

NEW DELHI: Pulok Chatterji, principal secretary to Prime Minister Manmohan Singh, on Monday got dragged in the crossfire between India Against Corruption (IAC) activists and Congress general secretary Digvijaya Singh.

The IAC hit back at Digvijaya Singh for asking how Arvind Kejriwal managed to stay put in Delhi through his entire 20 year- career with the Indian Revenue Service (IRS), and said that the Congress leader needed to share with public the details of the career of Chatterji, his "good friend".

In a sharp riposte, the IAC claimed that Kejriwal's presence in Delhi through his career was consistent with rules and because of the I-T department's imperative to keep "honest "officers in the national Capital, and asked Digvijaya to make public the information on Chatterji. The anti-corruption outfit pointed out that before his appointment as principal secretary to the PM, Chatterji was associated with NGOs associated with Congress president Sonia Gandhi.

IAC defended Kejriwal and refuted Digvijaya's claim that the anti-corruption activist had launched an NGO while he was "actively" serving as an IRS officer. Rebutting the criticism implied in Digvijaya's questions, IAC claimed that Kejriwal did not violate any norms of All India Service Rules.

On the question of Kejriwal's entire 20 years' service in IRS in Delhi, the organization said the facts and reasons of this are "well known" to both the PM and the finance minister. "Posting within Delhi is not unique to Arvind. He has information of at least 376 other such instances where IRS officers have been posted continuously at New Delhi for more than 10 years. Due to the severe shortage of honest and competent officers with technical skills, Arvind's tenure/ postings were repeatedly extended wherever he was posted, approvals followed in due course," IAC claimed.

On Kejriwal's wife Sunita being posted only in Delhi during her service, IAC reasoned that since she is honest and competent she is deputed in "sensitive postings like the Serious Frauds Investigation Office" under the ministry of corporate affairs. It said that SFIO had on its own repeatedly requested her tenure to be extended.

Earlier, Kejriwal in a statement said that answers to most of Singh's queries are with various arms of the government like home ministry, finance ministry and all other investigating agencies. "Because of these people, corruption, unemployment and crime are increasing. India Against Corruption (IAC) activist Arvind Kejriwal, while
accepting that he and his wife Sunita Kejriwal (both belong to the
Indian Revenues Services-IRS) were never transferred out of Delhi,
said that this happened due to shortage of honest and competent
officers with technical skills. While Kejriwal forgot to take note of
Ashok Khemka (the IAS officer from Haryana, who cancelled the mutation
of the over three-acre plot that Robert Vadra's company allegedly sold
to DLF last month, has been transferred for 43 times during his 20
years service), he pointed a finger towards IAS officer Pulok
Chatterjee, who shares good relations with the first family of the
Congress party.

A release, issued by IAC, says, "Posting within Delhi is not unique to
Arvind. Arvind has information of at least 376 other such instances
where IRS officers have been posted continuously at New Delhi for more
than 10 years. Due to the severe shortage of honest and competent
officers with technical skills, Arvind's tenure/postings were
repeatedly extended wherever he was posted, approvals followed in due
course."

"Shree Digvijaya Singh may kindly provide, in his next letter to
Arvind, all postings of Shree Singh's good friend Shree Pulok
Chatterji, IAS during past 25 years, including his deputation to serve
private non-governmental organisations (NGOs) closely associated with
Honourable Chairperson of National Advisory Council (NAC) (Sonia
Gandhi)," the release said.

At present Chatterjee, perceived as being close confidant of Sonia
Gandhi, is working as principal secretary in the Prime Minister's
Office (PMO).

The IAC release also tries to convince that Kejriwal's wife Sunita is
an honest and competent officer and the Serious Frauds Investigation
Office (SFIO) extended her tenure over the years. "Due to her
qualities the SFIO had on its own repeatedly requested her tenure to
be extended. Shree Singh is making such personal allegations to ensure
that honest officers are not posted to sensitive offices inquiring
into the business dealings of Mr.Singh's cronies. In June 2009 Smt
Sunita Kejriwal was also appointed as the Central Public Information
Officer for RTI disclosure of the SFIO," the release said.

Investigation Office under the ministry of corporate affairs. Due to
her qualities the SFIO had on its own repeatedly requested her tenure
to be extended. Sh .Singh is making such personal allegations to
ensure that honest officers are not posted to sensitive offices
inquiring into the business dealings of Mr Singh's cronies. In June
2009 Smt. Sunita Kejriwal was also appointed as the Central Public
Information Officer for RTI disclosure of the Serious Frauds

functions in an open and transparent manner, Smt. Sunita Kejriwal was

for two years with full pay, has to submit a full report of his study
to GOI?

A: In terms of Regulation 3 of the "The All India Services (Study
Leave) Regulations, 1960" such full report is to be submitted in only
in the situations covered u/r 3(1)(ii) and 3(1)(iii) therein. This
does not encompass Arvind's study leaves. Sh. Singh may kindly refer
to DoPT's letter AIS-III dt.9.8.1994 to broaden his knowledge.


Q4: Is it a fact that you didn't submit a full report, but only an
interim report to G0I with a promise to submit a full report later,
which you never did?

Q5: lsn't it a fact that the Service Rules provide that an officer who
goes on a study leave has to compulsorily serve GOI for 3 years?

A: Sh. Digvijaya Singh is advised to again read the aforesaid Service
Rules and DoPT's clarifications. The said Rule provides that an
applicant for study leave who has previously had long term training
abroad must serve the State for at least 2-3 years before the leave is
sanctioned.


Q6: Is it a fact that you went on an unsanctioned leave, without
permission, after serving for only one and a half year, post the study
leave?

A: All the facts and circumstances concerning this are in the records
of the PMO and the finance ministry, including the letters of

Dear Mrs. Dalal,

Arvind was initially unwilling to say anything on digvijay singh's questions. You may be aware there is a poll on IAC website if IAC should reply to Digvijay or not. There are also similar polls on 2-3 other media channels. A substantial percentage want some sort of reply to be given to the personal allegations.made against Arvind. In addition there is a sustained smear campaign on IAC movement from certain quarters (which you have also faced earlier) about caste composition of the "new" IAC, Arvind faction's reluctance to answer questions - innuendos on Arvind's personal commitment to transparency / RTI movement etc. We are not talking about the vague things like If Arvind wanted to join NAC, but specific allegations that he spent 20 years in Delhi, so did his wife, he refused to join duty at Chandigarh etc.

After considerable persuasion and seeing the polling trends, some points were clarified today with Arvind's core team before Arvind set off for his dharna outside BSES office, which had been planned long back. Those clarifications have been suitable posted for IAC sewaks / saathis to use if asked. The clarifications are certainly more detailed and specific than anything else in the media so far. It is certainly a game changer because some specific comments have been made therein which other activists have already picked up on.

IAC takes exception to your comment that the answers are sketchy. They are complete to anyone who knows the full background - such as the individual who posed the queries in the first, and second, place.

If, as Arvind's supporter / well wisher, you can get better answers from him than we did, these must be placed in the public domain as soon as possible.
