Every issue/subject should be under RTI exept what matters in the security of the nation n the privacy of a individual. The govt officials must help reducing RTI application by providing simple information verbally. The govt officials make citizen run around  even for a small info from his office.I give an example, yesterday I went to our Municipality office at Rohtak to find out if some road work is taken up in our area.Luckily the DC who is also officiating as commissioner was also present in the office.I decided to first meet the commissioner but the gate keeper after knowing my purpose directed me to meet the engineer first, accordingly I went to the engineer concerned n he again directed me to the commissioner so I went to the commissioner's office n in the mean time the engineer also followed me. When I asked the same question to the commissioner he pointed towards the engineer for the answer n than he said that work order estimate has been sent for approval.than I told to both of them that this info could be given by the engineer when I first met him n thanked them for the info.

The PPP should be under RTI.

I am myself personally dealing/working/associated with various PPP Projects, from the Contractor's side. RTI would immensely help the Contractors/Concessionaires, who are harrased at every level by various govt servants, for we all know what.

Transparency would help the Contractors immensely, who can also get get prompt decisions, on the various PPP related matters.

I am also a very active member of Save Family Foundation. You may remember meeting us, at various seminars. I am giving the link of one such photo of yours :-)

PPP Projects Viz RTI Act 2005

During RTI Convention 2010, it was opined that 'Public Private Partnerships' (PPP) projects ought to be under RTI Act 2005.
 
In this context on 04 January 2011, Shri Satyananda Mishra the Hon'ble CIC had written a letter to Shri Montek Singh Ahluwalia, Deputy Chairman of the Planning Commission. 
 
The said CIC letter was responded by Shri Montek Singh Ahluwalia on 14 March 2011.

My Take :
 
Since huge amount of 'Public Assets' are used by the Centre and State Governments for contracting PPP Projects... It is but natural that People act as Watchdogs to ensure accountability in the expenditure of PPP projects V/s benefits accrued to society at large.
 
Therefore while signing contracts the Centre & State Governments must ensure that the PROJECT comes within the perview of RTI Act 2005.
 
Now its Our Call:
 
 PLEASE SEND YOUR VIEWS/SUGGESTIONS BEFORE IT IS TOO LATE.

Pl read my comments on IESM page. It is as corrupt as any other org of our country.The aim of any org is to get some choudher by few people n that's end of it .

Since huge amount of 'Public Assets' are used by the Centre and State Governments for contracting PPP Projects... It is but natural that People act as Watchdogs to ensure accountability in the expenditure of PPP projects V/s benefits accrued to society at large.
 
Therefore while signing contracts the Centre & State Governments must ensure that the PROJECT comes within the perview of RTI Act 2005.
 
Now its Our Call:

The politicians are worried about the  RTI Act , they know it  will bring some more scams in to the light and they are trying to dilute the act by using one or other way , 
 bureucrats , officials and politicians ,ministers are not happy with the rti act , They dont wont to share the information with citizens , some information they want to hide , The prime minister also not happy with the act , They are worried about some more scams may come into media in future , Before the indpendence the india is looted by the british peoples , Now our country is looted by our own people

The noting on cabinet decisions is disclosable only after the decision is taken and not while it is under consideration.  I think either there is some communiction gap in reporting the speech of Mr. Jai Ram Ramesh or he is not aware of this.

We should not forget that he started 'Go' and 'No Go' policy as Environment Minister, after that he was made Rural Development Minister by divesting his charge as EM.  It was a big relief to POSCO. As RD Minister, he wrote to C&AG for audit of MNREGA scheme.  He is one of the Ministers who is taking independent decisions irrespective these are in line of the stand of the govt. of the Congress. 

We may inform him about the fact that the disclosability of cabinet decisions is only after taking the decision. I request Shri Jai Prakash ji to take initiative in the matter by sending him a mail or by some other  option/ channel.

It is sad that our ministers n bureaucrats are afraid of making notes because of RTI fear.There should be no fear if the noting made is honest one n within the frame work of rule n regulations. I was never afraid of making any noting in my life since it was always fare n frank n with in frame work of rule.It was always other way round since it was others who were afraid of my noting n not me. What will happen after passing the Lok Pall bill, I think these people will stop working out of fear of being caught, that's why they are so scared of passing a strong lok pal bill.Look at the fate of Ukrainian PM same may be of our PM n ministers involved in corrupt deals.

New Delhi, Oct. 10: Rural development minister Jairam Ramesh today opposed sharing of certain "privileged" and "secret" matters under the right to information (RTI) law, echoing cabinet colleagues Salman Khurshid and M. Veerappa Moily.
"Ministers write to the Prime Minister on a variety of issues. There has to be a concept of secrecy in government," Ramesh said.

According to Ramesh, communications leading to a cabinet decision or a policy decision of the government should be shared under the RTI act "only after" the decision is taken. "But before the decision, any paper relating to the matter should not be made public."

The minister's observations come at a time the Congress feels a broad debate on the act could throw up suggestions about how to tackle its "misuse" and may even help the nation treat "sensational" information with greater maturity.

Law minister Khurshid had earlier said that purported misuse of the RTI act had been affecting institutional efficacy and had sometimes made bureaucrats reluctant to record their opinions. He has suggested a second look at some RTI provisions.
Corporate affairs minister Moily, a former law minister, too has spoken in a similar vein.

There have been reservations in some circles about the wisdom of having such a law in a vast country like India that is struggling with basic problems.

The latest debate, however, was triggered by the "shock" the government received following the disclosure by the Prime Minister's Office, under the RTI act, of the 2G note prepared by the finance ministry.

The controversy over the confidential note ended up creating a rift between two senior ministers.

Ramesh cited examples of controversial decisions he had taken when he was environment minister to back his argument. "Documents relating to the decision on BT (genetically modified) brinjal or environmental clearance to Posco can be shared under RTI," he said.

"But if there is a privileged communication between a minister and the Prime Minister, if that is not leading to any policy decision, there is no reason why it should be given under RTI."

Ramesh called for widening the ambit of the RTI law by bringing under its purview all public-private-partnership (PPP) projects, which are now kept outside the act's domain. "Every citizen has the right to know how the money has been spent under the PPP projects," he said.

Asked about some senior ministers' reservations about the alleged misuse of the act, party spokesperson Manish Tewari said: "Allow this debate to play itself out.
