What you have stated is axiomatic. That is because in Democracy people elect a government by popular vote which is nothing but handing over ones gun to ones agent for protection knowing fully well that the gun will be trained on one.
As a young boy in Delhi I used to ask elders of 60years & more as to how they percieved life having lived in colonial rule as well as after independence.
The reply was unchangeably like this;

There have not been any progress in these organisations and systems but exorbitant cost and detoriaration in services as far as majority of population is concerned! I, in my late sixties, need to be admitted for an ailment the doctors see my age heave a sigh of relief as I as per him, have lived long enough and therefore they can afford to be callous and irresoponsible in their treatment as the gravity of crime is little if some negligence take place!
