[IAC#RG] RTI REVEALS THAT FOOD CONTRACT FOR COPS ON BRICS DUTY WAS NOT TENDERED

The contract of Rs 51, 60,000 for supply of food packets and refreshment for police personnel posted on duty during the recent BRICS summit held in Goa was not tendered. This has been revealed in the documents obtained under the Right to Information Act.

As per the documents the Deputy Superintendent of Police (HQ) South Goa on 7^th October issued a notice to six Caterers inviting quotations by 10^th October for supply of Lunch, Dinner and Snacks for 5000 police personnel deployed on Bandobast duty for the BRICS summit from 14^th to 17^th October.

The quotations were invited from Delicious Caterers in Panaji, Amonkar Classic Caterers Bicholim, Noda Caterers Bicholim, Ave Miriam Royal Foods Cortalim, Sharda Classic Margao and Nalini Caterers Margao.  On 10^th October except Ave Miriam Royal Foods Cortalim the other five contractors submitted their quotations and on 13^th October which was the eve of BRICS summit the order was issued for Rs 51, 60,000 to Amonkar Classic Caterers, Bicholim being the lowest quotation.

The rules require that an open tender must be floated for any contract over five lakhs. The government has flouted the law though the dates of BRICS summit were known over six month ago.  

Terming the substandard food served to cops deployed at the BRICS summit as prima facie a major food scam, the Goa Human Rights Commission (GHRC) headed by Retired District Judge A.D.Salkar and comprising of Mr.J.A Keny last week directed the Chief Secretary of Goa to conduct a thorough inquiry and fix responsibility on the defaulting officials. The GHRC also directed that payment to the Bicholim based contractor Amonkar Classic Caterers be withheld pending inquiry into the entire episode.  

Adjourning the matter to 2nd of November, the GHRC further directed the Chief Secretary to submit an interim report of the investigation within 10 days.   

It was submitted before the GHRC that the contract for a whopping Rs 51, 60,000 given to Amonkar Classic Caterers was illegally sub-let to a road side contractor who clandestinely prepared the food in an open place owned by the police department near the Verna Police Petrol Pump next to the Verna Church Cemetery.

Road side laborers were engaged for cooking the substandard food in most unhygienic condition with water stored in open plastic barrels and used for cooking. With thick bushes and grass all around insects and cockroaches found their way in the food served to the police personnel.

What needs to be clarified is

1) If 'Swaraj Abhiyan" was actually started in 2008-09 by Arvind Kejriwal.

2) If Kejriwal and Swati Maliwal got funds from foreign sources to run Swaraj Abhiyan via PCRF.

3) If Kejriwal's friend, and still a present Trustee of PCRF, Shri Prashant Bhushan is now running Swaraj Abhiyan with Kejriwal's blessing and the said foreign funding continues.

4) What steps Prashant Bhushan had taken for auditing books of accounts of PCRF of which he and Kiran Bedi are still trusteea (as per PCRF website).

Somebody has posted here the "Swaraj India" website shows the contact as New Tork and Washington. Is this not some clear evidence that your party is foreign controlled.

Sir can you deny that all your key "Ford Foundation funded" people in Swaraj Abhiyan ie. Kejriwal, Bedi, yourself are still connected and this entire farce you people are playing at politics was not foreign funded and secretive ?

In most cases Shri Kejriwal's helpful OSD Rajeeve Gupta forwards the email to the concerned Minister. From there onwards our team tracks the emails in that office and pursues it.

It is incorrect to suggest that no action is taken, for eg.

a) On our emails complaining about misuse of IAC's name "Delhi Dialogue Commission" Mr. Kejriwal personally intervened to change the name of their eponymous Commission.

b) On our repeated complaints about e-rickshaws blocking roads and bus-stands, his Govt implemented a policy of dedicated lanes and increased the fines to Rs.2,000. Since Delhi Police is not cooperating in enforcement they specified that other officers could initiate prosecution etc.

The above are just minor examples.

When they do not act, we take the matter forward using formal channels. for eg

a) When they refused to explain how 2 cr and 1  cr was given to PV Sindhu and Sakshi Malik, I personally filed a vigilance complaint to LG. (no 20163814 dt. 23.10.2016)  since these awards are tax free and there are 'dalals' involved.

Insofar as votes in Punjab is concerned, I and my seniors are tremendously upset ("grudge") about Ashutosh's public insult to HRA's icon from Punjab and there is no question of IAC extending any support to AAP there under these circumstances.

So I was very glad to see that the DDCD was defunct as evidenced from their website showing ZERO members

However I was then shocked to learn that Ashish Khetan was still functioning secretly. mostly from his home, continuing to draw his salary and perks, and official files were still being sent to him. One such set of documents Ashish Khetan has no business with was the 125 crore RFID project of MCD's toll tax dept to monitor movement of trucks in Delhi. Yet strangely the files and tenders of MCD were directed by somebody in Delhi to be sent to him to study on behalf of Delhi Govt.

Please be informed that we believe Ashish Khetan is interfering in this project to ensure that some particular vendors / technologies are selected and that corrupt system of considerable under-reporting and cash collection will continue to prevail and the huge air pollution caused by trucks will continue. IAC has repeatedly cautioned you and your Transport Ministers about the unhealthy associations Mr. Ashish Khetan and his DDCD has with the so-called Centre for Science and Environment who are pushing this RFID project through MC Mehta's PILs.

Another atrociously corrupt decision by Ashish Khetan is the DDCD report on unhealthy snack foods. Surely it doesn't need a hack journalist hired by AAP at an inflated salary to tell us that junk foods are super bad for children ? But to tax them as compensation ? What is this if not corruption and moral bankruptcy ? Under these circumstances, and now that the DDCD report is with you since 2nd Oct 2016, IAC wants to know by when your AAP Government will be shutting down / sealing the following establishments and/or their products

a) Pizza Hut

b) Dominoes

c) Kentucky Fried Chicken

d) MacDonalds

e) Burger King

f) Coca Cola

So if anybody objects to polygamy or triple talaq, they should either amend the Constitution or establish that these practices are immoral or unhealthy or opposed to public order. In 66 years of the Republic, AFAIK nobody has been able to do so - because official census data (and as a paedri MD you must know this) shows that Indian Muslims have much lower child mortality rates than Hindus, have longer life-spans than Hindus and the sex-ratio for Muslims is far better than for Hindus.

I don't know which party you are with presently, ie. after AAP,  so I can't comment on "some other parties becoming dominant", but if you are implying that Muslims are changing the demographics through polygamy and triple-talaq the ground-reality is different.
