Re: [IAC#RG] Stop Meat Export, Ban Cow Slaughter & Make India Healthy

Kindly keep politics out of some issues at least.
Be it the disgusting act of rape or women abuse or any immoral act, there is no need to say stop this first or that.
The cows are given certain place in our country. We shd be proud of our good practices.
So many Hollywood celebrities come to India on the quiet to get benefits of our religious n therapeutic cures.

Cow has been referred to be holy animal and has religious sentiments attached to it.
If we look at times when settlers we settling along the indus river and civilization was expanding animals were being domesticated cows, goats, ox, sheeps and horses for the purpose of agriculture and as a  source of proteins.

Meat was used since vedic times for sacrifices and it included goats, sheeps, cows, bulls and horses.  Yagas with animal sacrifices were being performed and the slaughtered animal was regarded as holy food, which was distributed and cooked. The meat was integral part of the culture since the beginning of the civilisation.
However the concern is " Not" to eat beef or not to eat beef. The concern is to  why not rest the poor animal who in any case will be end being hit by a vehicle or eating rubbish.
I strongly feel that ancient religious practice's  need to be validated with scientific findings and sound reasoning.

* Jasim Mohammad                                                                                                                       Since ancient times , animals particularly cow and buffaloes have special place n our civilisation. Perhaps India is the only country where certain animals including cow are being worshipped and regarded as holy. Hindu religious texts are full of their glory. Just before independence Indian cultivation was heavily depended on cow dung fertilizers. Tilting of land was under taken by buffalo pushing. In short our whole socio - cultural set up was depended upon them.

But with changing times and the industrial revolution and market economy changes in the pattern of cultivation and our attitude towards the animals drastically changed. In the begining it was presumed that the change priorities will help the nation to be more strong economically but with he passage of time it is being analysed that un-checked export of meat and meat based products apart of abandoning cow dung fertilizer have resulted in weakening us economically and  on health grounds. Chemical fertilizers are harming not only our health but also minimising the fertility of the land we cultivate.

The biggest challenge to our socio - cultural mind set and requirement have came from meat export in our zeal to earn more and more foreign exchange. No doubt the country needs and badly needs the foreign exchange but at the same time we must be careful for our own needs. The disbalances which we have created are resulting in the downfall of not our health but future of our next generation.

India, a country where eating meat particularly beef is a sensitive religious issue , has become the biggest meat exporter in the world beating the Brazil. Data of ministry of Food Processing shows that India exported 1.89 million tonnes of beef ( larger part in buffalo meat ) in 2012 - 2013 which was 50% increase over last five years.

As far as earnings from meat export are concerned , it touched to 21,000 crore in 2012 - 2013. India has major markets in USA,Europe, Gulf and South Asian countries.

Even the US Department of Agriculture ( USdA ) has acknowledged that the Indian government has played a vital role in enhancing meat and meat products exports. Uttar Pradesh is the biggest producer of export oriented meat while Kerala is the biggest consumer domestically. Cow slaughter is banned all over the country except Kerala, West Bengal and the North Eastern states.

In general meat and particularly beef has become an important foreign exchange earner in India among the agriculture based commodity after Basmati rice with 31% increase in quantity and 52 % rise in value terms during 2013 - 2014.According to figures of Agriculture & Processed Food Products Export Development Authority ( APEDA ) the beef export totaled 1449759 tonnes worth of Rs. 26458 crore lat year. The figure are really surprising for a country where meat particularly beef eating is supposed to be a taboo and has religious implications.
>

The zeal on the part of individual meat business men and the government to earn the foreign exchange has resulted in depriving domestic consumers for healthy meat and milk for the next generation on whom our whole survival depends. Apart of that the cow dung fertilizer has become a rare thing and our cultivation and agricultural activites especially vegitable cultivation are highly suffering. The farmers are using chemical fertilizers which is resulting in either over fertilising or less due to illiteracy and on being ignorant scientifically. Milk is the essential commodity for healthy development of our children. But it is in short supply and out of reach of large section of Indian citizenary and the result is that we have an under nourished childhood and are consiquently producing weak and unhealthy citizen. That is not good for the nation as a whole.
>

As far as milk is concerned , it is livestock enterprise in which small farmers can successfully engage in order to improve their livlihood. Regular milk supplies allow them to move from subsistence to a market based income.
>

Milk production is estimated to have declined marginally to 134.5 million tonnes in the last year though expected to be 140.6 million tonnes in the current year. Total Indian milk consumption is set to match with its production this year while domestic consumption is pegged at 425000 tonnes.
>

Cow dung or manure as fertilizer is very good for cultivation. when composed it has nutrient rich elements. It is also used as fuel which is environment friendly. The government should encourage masses to use cow dung as fuel as far as they can because it will save the gas for future and is economicall viable.
>

In general meat eating and particularly beef eating is not part of our culture and is treated as taboo. It hurts religious feelings of largest religious group in India. In some cases this beef and meat has become tool of communal disharmony and flare up. Every nation needs peace and social harmony for its development and that is not possible till we balance our needs with the feelings of other social and religious groups.
>

Hence meat export should be contained at minimum level. The better will be to completely ban the meat particularly beef export. By that our children will get better quality milk and the farmers will have rich dung fertilizer at no extra cost which will economically boost the farming in the country and will enhance agriculture income.
>

Some people and lobbies take shelter under misguided plea that exports are essential for growth of country. That is right but if impartially calculated one will find that the loss from stopping meat export will be less than the increase in the export of milk and milk products. This is a crucial year in which our milk production will be just near to domestic demands. This is the year in which we have to take a positive decision in the interest of future of our children, communal harmony and national income growth and completely ban meat especially beef export.
>

If the present central government has political will and courage , it should take the revolutionary decision and jump out of the net spread by some individuals and foreign countries in favour of meat export and ban it. the history will not only record the gains socially as well as economically of Modi government but will also realise dream of largest religious section of Indian masses.

Re: [IAC#RG] Kejriwal's dilema

I am in agreement with you.But AAP people are smart guys and can misinform the people about solving their problems related to PANNI, BIJLI and SARAK as well as fighting corruption. Most of the voters are  touchy about these.BJP will have to accord priority to the solution of these basic issues besides improving the functioning the MCDs split into three zones. The performance of the civic bodies in Delhi is indeed abysmal.
Public toilets managed by it are stinking and not cleaned. Therefore ,AMIT Shah and the Delhi leaders must not be complacent .

[HumJanenge] Re: Two Minor Amendments to the RTI Act and DoPT's OM about single window system for seeking sanction for prosecution of Group A Officers

National Intelligence Grid NATGRID

Natgrid, also u/s 24, finally seems to have some kind of a website.

After IB got Raghu Raman removed (he had also privately alleged that IB's Sandhu and Rajiv Mathur were responsible for 26/11 intelligence failures), it seems that Namo sarkar wants to give the impression that NATGRID is being relegated out of MHA and into the backwaters of CDAC before it is terminated (with extreme prejudice)
, whereas its actually racing ahead with Israeli assistance and Aadhar linkages.

On Sun, Aug 3, 2014 at 3:11 PM, Venkatesh Nayak <nayak.venkatesh@gmail.com> wrote:
Dear all,
The Department of Personnel (DoPT) has quietly made two minor changes in the 2nd Schedule of the Right to Information Act, 2005 (RTI Act). Entries 7 and 8 in the 2nd Schedule read as 'Aviation Research Centre' (ARC) and 'Special Frontier Force' (SFF) until recently. The amendment clarifies their link to their parent organisation by adding the phrase "of the Cabinet Secretariat" against these names. No other change has bee incorporated in the RTI Act. Readers will remember that organisations notified under Section 24 read with the Schedule 2 of the RTI Act do not have an obligation to disclose information other than those pertaining to allegations of corruption or allegations of human rights violation.

Interestingly, when the RTI Act was gazetted it had some typos. One of them related to Entry 8 which read 'Special Prontier Force'. Now with the latest amendment this typo has been corrected. There is at least one more typo in the RTI Act as notified in the Gazette. I invite readers to spot it.

The ARC and the SFF do not have dedicated websites. Except for a mention about their inclusion in the list of notified organisations under Schedule 2 of the RTI Act in reply to a query in the Lok Sabha in 2005, no other question has been asked about these organisations in Parliament during the last 15 years. According to the 2012-2013 Annual Report of the Central Information Commission the Cabinet Secretariat is said to have rejected only 18 RTI applications under Section 24. It is not clear whether ARC and SFF received any RTI applications at all last year.

When one looks up the budget document relating to the demand for grants presented by the Cabinet Secretariat, there is no mention of the outlay for either ARC or SFF in them. Perhaps it remains hidden under the total expenditure estimate for the head - 'Police' under the Home Ministry's segment at Rs. 59,903 crores for the year 2013-14.

According to a private website run by some volunteers, SFF is said to have been raised at the end of the Indo-China war in 1962, primarily consisting of Tibetan refugees. They are said to have lost several personnel in the Indo-Pak war of 1971. SFF personnel are alleged to have participated in Operation Blusestar to flush out militants from the Golden Temple complex in Amritsar. The headquarters of SFF is said to be based in Chakrata, Uttarakhand.

According to a Wikipedia entry ARC undertakes aerial surveillance operations, monitoring borders, collection of signal intelligence (SIGINT) and imagery intelligence (IMINT).  It was also established in the aftermath of the Indo-China war in 1962. As the Chief of R&AW is also said to be the head of ARC, its headquarters may also be at the sercetive premises of R&AW somewhere in New Delhi.

The Naresh Chandra Task Force on national security set up a few years ago is reported to have recommended merging ARC with the Cabinet Secretariat's other secretive intelligence wing- R&AW. The report of this Task Force has not been made public. I was also denied access to even the recommendations of this report under the RTI Act soon after the report was submitted to the Government.

DoPT OM about Single Window System for Seeking Sanction for Prosecuting officers of the IAS and Group 'A' Services
The DoPT has circulated an Office Memorandum about the procedure for seeking sanction for prosecuting officers of the Indian Administrative Service and all services under Group 'A', particularly when they are performing functions in connection with the affairs of a State Government (2nd attachment). Accused officers may be prosecuted for offences of corruption or other offences specified under the Indian Penal Code. Section 19 of the Prevention of Corruption Act and Section 197 of the Criminal Procedure Code require the appropriate Government's sanction before any accused officer can be prosecuted for offences committed while purportedly performing official duties. The OM make sit mandatory for CBI and other investigating/prosecuting agencies to send the views of the competent administrative authority in the State Government while sending the case file to the DoPT. A check list of documents and information to be attached are also provided at the end of the OM. A list of Group 'A' Services under the Central Government sourced form the 10th Report of the Second Administrative Reforms Commission is attached (3rd attachment). Perhaps these procedures will apply to officers of the Indian Police and Indian Forest Services although they are categorised as All India Services.

The only exception is that no such sanction is required for prosecuting retired IAS officers for the offences referred to above.

Re: [IAC#RG] Stop Meat Export, Ban Cow Slaughter & Make India Healthy

Dear Mr.Singh,
Our sacrificial practises have evolved, not quite true there are still places and occasions  in India where animal sacrifice is being carried out.
Morality  in todays society is circumstantial, there is total Moral bankruptcy rampant, in our society and if you would ask me I would prefer getting morality issues addressed for the following first
Respect for women
Respect and tolerance for religion, caste
Respect for elderly
Respect for "Life"
Respect for public property / services

Probably if these 5 issues get addressed we would be a better nation. Nobody cares whether our country import beef or anything else, however they do care when a woman or a girl child is sexually assaulted and killed. On my priority and moral Index beef export and cattle slaughter is in bottom 5.
If we are talking about complete coexistence with cattle's in that case even cow and buffalo milk should also be banned from consumption as the same is meant for calf and as per Rig Veda consumption of cow or horse  milk is considered sinful and immoral. We should not be interpreting Vedas and vedic literature as per convenience there has to be a all or none law.

With best

Re: [IAC#RG] Stop Meat Export, Ban Cow Slaughter & Make India Healthy

Gaushalas are the place where abandoned cattle should go.  Thats what the system rightfully devised by our ancestors.
Also, Mr Batti, our sacrificial practices have evolved and we do not follow that now. Certainly, there are greater moral reasons not to kill the animals. Morality has a place in society, its above science, economics, and selfishness. If we do not bother about that, then there is hardly any scope for arguement.

Cow has been referred to be holy animal and has religious sentiments attached to it.
