(These posts are being sold and the bribe to be appointed as an IC was Rs. 2 crore in instance of an initially rejected candidate who was later selected).

The Vineet Narain judgment had settled that the time for the Competent Authority to give sanction to prosecute is 3 months plus 1 month where the AG's opinion is requested. My complaint is with MoS/DoPT (Narayanswamy) for 3 months now and the notings on it are that only an Amendment Bill to avert/overcome SC's finding (that Prevention of Corruption Act does not rule out prosecution on private complaint) can cut my complaint/request.

Hence the present Amendment Bill moved in Rajya Sabha which does just that. The files in my DoPT cases also have a remarkable propensity of doing the disappearing act.

6) That I am a directly affected person in the matter since I was one of the 214 persons who applied for the said post, and that my eminence, qualifications and suitability for the post(s) cannot be denied vis-a-vis / over the candidates actually appointed. However, as an honest person I did not agree for / employ the usual bribes / dishonesties to advance my cause.

7) That in the circumstances I must PRAY that I either be appointed as a Central Information Commissioner (4 posts for which are still vacant) or that I be given the statutory permission / approval to prosecute Mr. Ajit Kr. Seth for corruption and other offences.

No, inIndia Parliament is not supreme as in UK; in India Constitution is supreme, Parliament as judiciary is only one wing of the Constitution.

Of course the Parliament is the supreme body. The judiciary is independent but does not make laws but interprets them, and makes sure that they are applied correctly. The recent SC judgement was seen as somewhat judicial overreach, although from the point of view of public good the suggested law would appear to be correct but the Political parties did not take it kindly and want to change it through some amendment to the existing laws. All party are united in this matter.

Further to my previous email, we can't find any mention of any Amrita Johri as being a member of NCPRI on your website. Also only 2 of the signatories to the Clarificatory email are shown as "co-convenors" of NCPRI and there is no mention in this email of either "Angela Rangad (angelarangad@hotmail.com ) or "Ramakrishna Raju (brkraju5@gmail.com )" who are the other co-convenors.

So the question is who is Amrita Johri and in what capacity is she operating the "ncpri2004@yahoo.co.in" email account. HJ cannot really delve into somebody's internal affairs to check each each and every email sent to our lists.

With such kind of transparency on NCPRI's own website, IAC really fails to see with what face NCPRI can demand suo-moto transparency from parties like the Congress or the CPIM whose own websites are very detailed and up-to-date.

From what we can make out it was sent from "ncpri2004@yahoo.co.in" by somebody in South Africa using a Vodafone Blackberry which was forwarded from the website http:saverti.webege.com (hosted on hostinger.com) ip address "31.170.164.137". This website "webege.com" is on the URI blacklist and is used for all sorts of email scams.

What can citizen do to save RTI?

Section 12(5)of RTI Act
"The Chief Information Commissioner and Information Commissioners shall be persons of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass media or administration and governance".This does not mean that only Babus can be appointed

India's War Against Corruption will only succeed if honest persons experienced in fighting against corruption for years and who know the tricks of bureaucracy to deny information are appointed to the Information Commission. Anna has prepared a panel list of 5 such honest activist persons to send it to PM and demand that they and only they be appointed.

The email from "ncpri2004@yahoo.co.in" to this IAC list was forwarded from Humjanenge@googlegroups.com. From what we can make out it was sent from "ncpri2004@yahoo.co.in" by somebody in South Africa using a Vodafone Blackberry which was forwarded from the website http:saverti.webege.com (hosted on hostinger.com) ip address "31.170.164.137". This website "webege.com" is on the URI blacklist and is used for all sorts of email scams.

Since "ncpri2004@yahoo.co.in" was definitely an official NCPRI email address (do a google search) and has been on our (HJ's) mailing list for donkeys years, please see if your account has been hacked so that we may delete it to prevent such episodes in future.

BTW: What is NCPRI's position, if any, on appointment of ex-Bureaucrats as ICs in general, and the appointment of either P.K.Misra or one of the senior serving ICs as Chief Information Commissioners without any advt./notice specifically.

A person who will never impose penalty on the bureaucracy so that he will keep his posh bungalow in Delhi after retirement. Pradeep Kumar Mishra is such a person and it is fixed with Sushma Swaraj that he will be sent to the Central Information Commission. GOD SAVE RTI

What can citizen do to save RTI?

Section 12(5)of RTI Act
"The Chief Information Commissioner and Information Commissioners shall be persons of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass media or administration and governance".This does not mean that only Babus can be appointed

India's War Against Corruption will only succeed if honest persons experienced in fighting against corruption for years and who know the tricks of bureaucracy to deny information are appointed to the Information Commission. Anna has prepared a panel list of 5 such honest activist persons to send it to PM and demand that they and only they be appointed.
