We should go by its substance . It is immaterial whether Putin made this statement but it was definitely said by Australian PM. 
Even in India we should have one law - INDIAN LAW applicable to all citizens uniformly. 
Today if we analyze that in our country  there are all the laws  but no compliance. There are large number of RULES & REGULATIONS issued from time to time but there is  no system of  enforcing them.. 

 It is the bureaucracy which has become the ruler in connivance with the political bosses as their survival depends on them .
 Take the case of civic services , health & hygiene , no one is bothered to ensure their compliance. Recent tragedy in Uttrakhand , Bihar and many other similar incidents   could have been avoided if  there was a mechanism of inspections by officers at various levels . Just compare the room of Principle Secretary Education and his subordinate officers and if we want to see the worst condition of our educational institutions than  it will be worth to visit the building of a Government School. 
Same way just see the room of COMMISSIONER Municipal Corporation and the rest of 
his office.
Why we have such an ugly situation all over the country?
   . It has been mainly because there is no TRANSPARENCY , no  ACCOUNTABILITY  and no RESPONSIBILITY at any level of  our governing system.

We are all craving for transparency and which should begin at home, the highest authority ! Political parties are opposing to be brought under RTI and our government is being ruled by some or other parties at different times it only implies that they could afford to be non transparent! If that is so whom are we asking to be transparent! It should be left to the better judgement of judges whether
they should speek to the media or not! If the highest authority, the judiciary, do not feel like restraining themselves there is no need for us to even suggest! On the other hand if the Judiciary itself tend to be transparent ( here it is only the CJI) the government and politicians should mind their own business of proper governance!!

The new Chief Justice of India  has thought it fit  to give interview to  TV media.   Those who believe that judges should have a code of conduct  and keep themselves away from  media glare and  public meetings would be disappointed  about  this .
 In the earlier days, when our country  had much  superior  public standards , sitting judges  even at  lower courts scrupulously avoided such interactions ,  so that  their personal views  would not be aired and would not become a subject of debate.  Judges   should not only be neutral  but should also appear to be so.  Since they have to give judgements on variety of subjects,  if they would participate in such public  discourse, they may be suspected to be having prejudiced  and pre conceived  views while  delivering their judgements on any matter.
Today, many people believe , rightly or wrongly,  that  judiciary can alone ensure fairness and public probity and they expect judges to do so.  In such circumstances,  judges have huge responsibility and should be able to stand up to the expectations of the nation.
In the earlier days,  some judges  did not even attend the marriage  of niece and nephew .  But, today  we find judges sharing  platforms with politicians who face charges in the court  and some judges  do not even hesitate to call on the Chief Minister at the office of the Chief Minister.

Reading your email and that of Mr. Satish Vaish (inline).

1. The present environment being politically surcharged, and with
virtually all people holding to some hope that some Lord Krishna will
descend from heaven to save India in 2014, the conditions are not
right for IAC's "contrarian" message to be absorbed.

2. IAC is "apolitical". The full importance of this word is not yet
digested. It is not only that we stay away from politics, it is that
we REJECT politics.

3. The only thing the average Indian has is his vote. It is the sole
link he has to government or proof that he is an Indian citizen
(voters card). Asking an Indian to reject voting, is virtually asking
them to RENOUNCE THE PRESENT SYSTEM. Most urban Indians are too
mentally weak to take that plunge. It is like a terminally ill patient
being offered 2 choices, and almost always opting to take the easy /
palliative way out.

4. The serious problem, is that almost all the best brains are with
the "other side - ie, Govt, legal profession, corporate sector etc".
Please see the quality of people "in" the anti-corruption movement.
Almost all of them are donkeys / sheep, ie. they will attend the
occasional rally, bleat and tweet in cyberspace, light a candle for
Jessica, say that Aamir Khan is doing a damn good job exposing
corruption, and sign an online petition or 2. This is all feelgood
stuff but is ultimately counter-productive because it gives a fake
impression that a "war on corruption" is in progress which is being
fought BY SOMEBODY ELSE.

5. Now let me address Mr. Vaish's email.

i) I agree that smaller groups of screened people can be formed to
"fight" corruption in the field. Let me assure Mr Vaish that IAC
already has such groups operationalised which are causing considerable
trouble for the Government of India. You don't hear about it, because
we don't go running to the media with our success stories. The models
probably can be replicated for a few States which still have a
semblance of governance and law+order.

ii) "I paid a bribe". Our operating models are totally different. IAC
believes in operating silently with the COOPERATION of some officers.
The IpaidaBribe model has no safeguards against misuse to harass
honest officers. This is also a failure in RTI Act, in that the
potential for misuse is unlimited. (Incidentally Ramesh Ramanathan -
the founder of ipaidabribe was my junior at BITS Pilani - same hostel)

iii) Video-surveillance is too high tech a tool for general use. Every
officer who deals with IAC knows that we don't use it, so that makes
it much easier for them to talk to us frankly.

iv) The real power base of IAC/HRA is a) its tremendous network of
people inside govt. b) its not-insignificant vote-banks in a few
crucial states which make it impossible for govt to ignore us.

v) IAC/HRA has taken a very conscious decision not to carry out
fund-raising. We are nobody's pet poodle and we don't beg for funds.
We also not an "NGO for hire" and neither do we do PR or suck up to
media.

vi) We have a legal assistance group to help anyone from outside Delhi
to fight cases in Delhi High Court and Supreme Court at discounted
rates with a few lawyers known to us. For people with RTI matters at
CIC which have some question of law involved or there is some great
personal hardship, we appear for them free of charge. Our local Genl.
Secretaries can similarly assist citizens in finding clean advocates.

Dear Friends and fellow patriots.

Its been 7 months since IAC began formally jettisoning everybody who did not share our common vision of how India shall become a great nation where citizens are respected and accorded their rights equally.

Now, it was never the intention of IAC to be a intellectual group for idle chatter, as IAC's foes (and there are many of them), have been led to believe. IAC's strengths actually lie hidden elsewhere as every ruling party knows but cannot express in public.

So it is better that I speak frankly now on the direction the intellectual side of the IAC movement will be taking. But first a few basic truths (as IAC sees them) so that those who disagree can unsubscribe themselves :-

1) The vast majority of citizens are insignificant when it comes tackling real corruption. Citizens are the disease and not its cure. 

2) The entire system of governance is completely corrupt. There is not a single democratic institution left standing which is not afflicted by corruption or taken over by vested interests. In particular the 2 institutions which are supposed to act as bulwarks against the State - the Judiciary and the Media have been afflicted even more by corruption's rot than the rot within the Government. The less said about the present state of the Indian Defence Services and our para-military fighting forces the better.

3) Today it is impossible for a private citizen to avail either the Judiciary or the Media unless his interest and that of the institution converge. IAC has learned this the bitter way when we refused to accept (as a honest and principled apolitical movement) the profit sharing deals offered to us by some media houses offering to "run" our campaign.

4) India is going to be under election fever for the next 8 months so to expect that anything on anti-corruption beyond shrill rhetoric and false promises will be achieved is a pipe dream. Better we stay rooted to reality and tangible deliverables instead of futile / time-pass discussion on mailing lists.

5)  Being blacklisted by all media networks, IAC shall be setting up its own online and grassroots media outlets. IAC is entering the political information space to provide IAC's unique political and governance views to citizens at large and not only to our list subscribers. Having 57,000+ readers is simply not enough when we need to get IAC's focused message out to at least 20 times that number. (NB: There is an initial period of about 4 to 6 months required to "seed" our forthcoming non-traditional news platforms (which, just to clarify, is not based on social networks)

6) IAC has correctly read the present trend - 2014 is likely to have a 3rd front government with outside support, NaMo's elevation has started that process as we expected.  Election results in the 5 States going to assembly polls will show that, but interestingly a win for BJP in these States in 2013 will go against them in the Lok Sabha polls (except in Delhi). As all sides (including IAC) are constantly measuring the "mind" of the voter, all kinds of interesting combinations and strategies will be popping up to get that elusive "Wave".

2014 is going to be the most bitter campaign India has had so far (and IAC will be in the thick of it).

This is one time our elected leaders should pay attention to the
advice of Vladimir Putin.... how scary is that?

On February 4th, 2013, Vladimir Putin, the Russian president,
addressed the Duma, (Russian
 Parliament), and gave a speech about the tensions with minorities in Russia:
"In Russia live Russians. Any minority, from anywhere, if it wants to
live in Russia, to work and eat in Russia, should speak Russian, and
should respect the Russian laws.

If they prefer Sharia Law, then we advise them to go to those places
where that's the state law.
Russia does not need minorities. Minorities need Russia, and we will
not grant them special privileges, or try to change our laws to fit
their desires, no matter how loud they yell 'discrimination'.

We better learn from the suicides of America, England, Holland and
France, if we are to survive as a nation.
The Russian customs and traditions are not compatible with the lack of
culture or the primitive ways of most minorities. When this honorable
legislative body thinks of creating new laws, it should have in mind
the national interest first, observing that the minorities are not
Russians.

The politicians in the Duma gave Putin a five minute standing ovation.
