I have not given up.  Has written to the Chairman, Rajya Sabha and Speaker, Lok Sabha.  On not receiving any reply, shall file RTI. One of the registrants in the Rohini Scheme has also gone to Delhi HC and Supreme Court also in PILs and these documents are also with him. He has submitted the documents before the Court.

Lok Sabha said that Govt. promised to allot plots within five years to all the registrants but  only 20,000 registrants have been allotted plots in two draws so far. He said, it means that 90% registrants are still awaiting and by when all the registrants will be alloted the plots, the rates may be doubled. He asked the Minister of Works and Housing whether the plots will be allotted at the rates declared at the time of inviting the applications. To this, Shri Buta Singh, the then Minister of Parliamentary Affairs, Sports and Works and Housing assured, "About the price, it has been given out by DDA when it was registered, and it will be same as decided on the date of registration."   The Minister has said clearly that "it has been ………………….. date of registration." The DDA itself has not fulfilled its own assurance and charged much higher rates in the draws held at different invervals and therefore is guilty of breaching of assurance made by the Govt. in the Lok Sabha, The million-dollar question is "Who is Supreme, DDA, Govt or the Lok Sabha?  The Rohini Association has informed about this to the Speaker of the Lok Sabha, Mrs. Meira Kumar. [HumJanenge] Candidature for Vidhan Sabha elections 2012 from Naroda.

Dear All,

To give voice to people's problems and solve them effectively, I propose to stand as a candidate from Naroda in Vidhan Sabha elections owing to feedback received from people. I am a resident of Naroda sine 1982 and since then I am a social activist, RTI activist as well and associated with CRANTI.

Respected Madam,

I am caused to address this RTI request for information to you in the
larger public interest concerning certain scandalous statements and
obscene videos  being circulated in the online media concerning
appointment of Judges to the Superior Courts with approval of the Most
Hon'ble Chief Justice of India.

At the outset, let me state that I am not accompanying the RTI
application fee of Rs.10 since it has been previously clarified to me
by you (and confirmed in Appeal by the Ld. Registrar Mr. Sunil Thomas)
that the said fee has not been "prescribed" by a notification  in the
gazette. If the situation has changed in the meantime after I pointed
this out, I am always ready and willing to deposit the same so that my
application is not deficient in any way.

The Information requested by me is as follows:-

1) All "information" (as defined in RTI Act) which is (a) maintained,
or (b) accessible to, or (c)  held by the Hon'ble Chief Justice of
India or his Office concerning the consideration of one Advocate Ms.
Anusuya Salwan, or suchlike, for appointment and/or elevation as a
Judge of the Delhi High Court. NB: If the same has been weeded out, a
copy instead of the weeding out order(s)may be provided to me.

2) A true copy of the videographic information, if any, which caused
the Hon'ble Chief Justice of India to return the proposal for
appointment of Ms. Anusuya Salwan as a Judge of the Delhi High Court
and/or the Supreme Court..

3) A copy of the letter from Ms. Meenakshi Arora , Sr. Advocate,
withdrawing her consent for consideration for appointment as a Judge.

It is pertinent to mention that I am filing this RTI request very
reluctantly and with the utmost regard and respect for this Hon'ble
Court where I am a litigant appearing in person.. My cause of action
is an obscene video allegedly featuring 2 prominent advocates
indulging in unnatural sexual acts in consideration for this judgeship
which is being circulated over the internet over a notorious
international pirate website which has defied all efforts to shut it
down. The details of the obscene video are given below.immediately
under my own particulars, and considering its contents I suggest it be
opened, if at all, by a person of the male gender as it is sure to
offend the tender sensibilities of the female gender..

Today, I will appear in a hearing before the Bench of Shri Satyananda Mishra, Chief Information Commissioner at 2.45 p.m. to know the names of short listed candidates when Shri A.N. Tiwari was selected as Chief Inf. Commissioner in Oct. 2010.  The other information sought by me is whether the short listing and selection criteria would be made public or not as this information has not been made public.  Ms. Anuradha S. Chagti, FAA has informed that there are no documents available on these points. I do not know how to proceed against such reply as the plea which will be taken may be that the PIO cannot create the information.

 

I add that there was wide range resentment on the non-transparent selection process adopted at that time and many fingers were raised against such practice.

 

I seek well wishes of the members in my campaign of transparent selections to Information Commissioners and other heads of important autonomous bodies.

[HumJanenge] Forced Abortion of Foetus of 4G Broadband Wireless Access Before its Birth - We are Foolish

Dear Friends,

India has yet again proved to the world that as a nation, we can neither grow our democracy for the benefit of all our citizens nor we can handle even one project of vital national economy. The news below is an indication of shape of things to come for easily the best economic story of the country so far, telecom. We are the largest telecom market in the whole world and the lowest in broadband penetration. 10 % broadband penetration enhances 1.4 % GDP growth. Our incompetence has given fodder to the developed world for treating us a laughing stock. The largest telecom market of the world does not know how to come out with policies to fully exploit the vital telecom services for at least 2 to 3 % rise in GDP. Instead, the insane policies have already sounded death to 4G Broadband Wireless Access services even before their birth. What a shame of merciless killing of the foetus of what promises to be a golden era in future of our GDP growth.

How to stem this rot is an issue ? Brilliant minds of the HJ Group, some hard work is lined up before all of us.

Augere Wireless set to sell its 4G spectrum, quit India
Economic Times
Augere Wireless, a company backed by France Telecom and private equity funds, is set to sell its 4G spectrum in two states - Madhya Pradesh and Chhattisgarh - and quit India, as regulatory uncertainty has forced its investors to hang up on the country. Augere Wireless CEO Lars Henrick Stork said the company had stopped all operational activities in India and had asked employees to go on leave as it was reassessing its plans here. Augere had also reportedly completed the pilot runs for its 4G foray in September 2011. "It is a shame. We had given out contracts and were ready to go. But with funding drying up, we had to stop," Stork added. Augere's investors include former Orange CEO Sanjiv Ahuja, Harbinger Capital, France Telecom, New Silk Route, and Vedanta Opportunity Fund. Augere is the second 4G spectrum holder that is close to exiting the wireless broadband space.

I was immediately summoned by the Quarter Master General (QMG), under whom the canteen functioned, and was asked to brief him on this sudden turn of events when everything was going on so smoothly before I took over the charge of the AHQ canteen. I requested for a couple of days time to make discreet enquiries. Before I could say 'Jack Robinson', there was a note from the MOD signed by a Director level officer asking the Chief of Army Staff (COAS) to comment on the allegations made against me and take all possible measures, including removing me from the post of Chairman, to avoid any embarrassment to the Govt., should the threat of 'Mass Self-Immolation' materialize, just prior to the Republic Day. What a joke! The matter did not end there. This note from MOD was followed by another note through which, a memorandum signed by 13 MPs and addressed to the Defence Minister, was also forwarded to the COAS, urging him to remove me from the post. This raised the hackles of the then COAS, late General BC Joshi. He called the QMG to his office and asked him to take the matter very seriously and put up a draft reply to both the notes of the MOD, for his approval. In the meanwhile an interim reply was sent to the MOD that the matter was being investigated.

 

My preliminary investigations revealed that a perfect nexus existed between the canteen civilian staff union leader Radhe Shyam, a few officials of MOD and a large number of politicians, to whom liquor was being supplied from AHQ canteen, on a regular basis. Of course the demand increased manifold during the time of elections. What intrigued me the most was the 'modus operandi' of smuggling out of such large quantities of liquor, with the Military Police and several other security agencies working in the highly sensitive areas of Army Headquarters and MOD. The actuality came to light when a disgruntled ex civilian employee of the canteen spilled the beans to me on promise of strict anonymity. I was shaken out of my bones when the truth came to light and immediately ran to the office of QMG to give him the details. He dis-believed me and decided to get the facts verified through a field security agency of the army and learnt to his horror that what I had disclosed to him was the truth, the whole truth and nothing but the truth. 

 

Well this is how the system worked. The union leader had in his custody hundreds of old liquor cards of servicemen and/or ex-servicemen who had either left the station or had died. He drew choicest brands of liquor from the canteen in the names of these personnel and had simultaneously perfected a distribution system through which the liquor was delivered right at the doorsteps of the selected MOD officials and several politicians apart from other influential clients in the ministry. Surprisingly, right next to the AHQ canteen was the parking lot of VIP staff cars and some of these staff car drivers had been bought over by Radhe Shyam by giving them free bottles of rum and other lucrative canteen items such as expensive watches etc. During the lunch break when security was lax, these drivers would reverse their cars next to the canteen bulk store, wherefrom crates of liquor were loaded into the dickey of these staff cars. Radhe Shyam instructed these drivers to deliver the liquor crates at various locations after dropping the VIPs at their respective residences. Wow what an ingenuous idea! The irony of the matter is that the staff cars with the flags & star plates of Generals, Admirals and Air Marshals (including the QMG), without the knowledge of the occupants, were being illegitimately used by unscrupulous individuals for their unholy deeds. Sadly these very senior officers had unknowingly become couriers of liquor for the politicians. No wonder there was such a sharp reaction from all quarters, when I had only hinted at introducing computers to check the sale of liquor from the AHQ canteen!    

 

The Chief on being informed of the facts of the case directed the QMG to give me full protection and total support to cleanse the system. I obtained legal advice from a leading civilian lawyer. He advised me to request for an enquiry against myself since I had taken over the post barely 10 days earlier and had nothing to hide. Thereafter, on my specific request on file, a court of inquiry was ordered by the QMG to investigate into the allegations made by Radhe Shyam, which were supported by the MOD and the MPs. The court of Inquiry proved these allegations to be false, baseless and malicious with the sole aim of having me removed from the post due to ulterior motives. To avoid several heads from rolling, the MOD and the MPs were politely told by the then COAS verbally that the matter had been thoroughly investigated by a high-powered court of Inquiry, which had opined that there was no truth in the allegations made by the union leader. Hence the matter was not being pursued further to save all concerned from grave embarrassment.

 

On directions of the QMG, the services of the union leader were terminated under my signatures and the whole system revamped with the introduction of computers, thus bringing to an end the sordid drama of "The Canteen Liquor Connection of MOD!"

My only regret still remains that the allegation of my so-called sexual exploits with women employees was also quashed in the bargain, thus proving the obvious!!!
