Veeresh,
    We have tried our level best to compromise, but they backtrack expecting more money. His extortion tactics have become unbearable now, and to at least save ourselves on the legal front, we are trying to collect evidence which will help us in court. We have hired a lawyer already to handle this matter.

TheCentralInformation Commission (CIC) has in a controversial decision ruled against making public the wealth details of its former top officials as well as of former bosses of the Election Commission.

The transparency watchdog has delivered many landmark verdicts, including one that led to the declaration of assets by judges of the Supreme Court and high courts last year.

But in its decision on an appeal filed by Pune-based right to information (RTI) activist Vihar Durve, who sought property details of former chief information commissioners Wajahat Habibullah and AN Tiwari and of former chief election commissioners N Gopalswami and Navin Chawla, the commission ruled in favour of secrecy.

"Property returns of the f officers s are subs mitted . to the cadre authoritie every yea dence and disclosure of information contained would definitely be unwarranted invasion of privacy of the individual," information commissioner Deepak Sandhu said in the order.
"If the applicant had any specific information with regard to any acts of corruption or disproportionate wealth in respect of any civil servant, he should pass it on to the designated organisations responsible for investigating such matters," the commission ruled.

Criticising Durve, it said: "The role of investigating agencies can't be assumed by any citizen along with the right to have access to personal information of third parties..."

"This order of the CIC is completely contradictory to what it ruled in January last year, when it asked Supreme Court to provide information under RTI on whether judges declare their assets to their chief justices," Durve said.

He approached the CIC after he was denied the information by the department of personnel and training (DoPT) last year.

"The information sought by you is personal and exempt from disclosure under section 8 of the RTI Act," the DoPT had written to Durve. Till now, only one information commissioner, Shailesh Gandhi, has declared his assets voluntarily.

This is an apt possibility.I would like to add one more thing.

Draft your complaint/application( elaborate) and mark copies to all.Then after 10-15 days file a RTI to all who fall under it and ask for its status/ action taken on it.( RBI etc)
I have done this in a case with Merchant Navy. Marked copy to DGS&D and got work done.

Dear Mr Jagadesh Kumar

You have raised some valid points on behalf of members. I shall answer them as best I can (and so there is no misunderstanding later on)

1) This is a mailing list. Posting of 1 email to the list causes some irritation to some members. Posting of MANY emails causes some irritation to many members. Posting of MANY rubbish emails causes MUCH irritation to EVERY member. Therefore we have made regulations to control the quantity of rubbish and/or offensive emails. This is a REASONABLE RESTRICTION on the rights of members. They have been voted on many times on the parent group (RTI_India) and the result was overwhelmingly (3:1) in favour of such regulations.

2) Unfortunately many members post emails to this group as though it is a forum. Let me state plainly that this list is NOT a forum. Every irresponsible email posted here is an intrusion into somebodies email inbox. Each intrusion results in complaints to moderators, and unsubscriptions.

3) The list has definite purposes. Prime among these are to disseminate widely information /news // views  counter-views etc to RTI stakeholders; Prime among these stakeholders being CITIZENS (as distinguished from NGOs). Maintaining a stable and receptive membership of active citizens is more important for the list owners than providing a free platform for every member to exercise his freedom of expression in an uncontrolled fashion.

4) This group is a shared community resource. Use it wisely, preserve it, help others, and always remember the golden rules

A) WHEN IN DOUBT DON'T !!!!  <-- Ask yourself do I really need to post this. Ought I to give another member a chance to say the same thing.

B) MORE SIGNAL LESS NOISE !!! <--- Each and every post must contribute something substantial on RTI.

The Part III of the constitution gives every citizen Fundamental Rights that is Equality before Law, Freedom of speech, Right to life & liberty including Right to privacy also which is been interpreted by the judiciary in many cases. "Keshavananda bharti V/s State of kerala is one the case which gives better understandings towards the Indian Constitution.

This group (HumJanenge@googlegroups) has been at the receiving end of many actions to have it shut down. The Govt does not like us / this group. The Govt does not like RTI either. At the present time we are one of the few fora where unconventional views on RTI can be expressed by CITIZENS. We are being targeted by some NGOs who make crores of rupees from their RTI business and who want to shut us down. We anticipate that we shall be in court in the near future to keep this group going.

Due to his work, conflict of interest, and eminence, the current group owner is not in a position to defend / prosecute all these matters in person (despite his deep desire / commitment to do so) . At the same time we strongly stand for defending unmoderated / uncensored free speech to the max extent possible.

We have all therefore decided that temporarily that Mr. S.D. Sharma and I shall be "owning" this group and fighting the legal cases etc. As is well known, neither of us has a propensity to tolerate "nonsense", and we shall be enforcing the group regulations fairly / strictly so that there is no cause for vested interests to get more opportunities to spike this group.
