[IAC#RG] BYE BYE DGP MUKTESH CHANDER: YOUR CONDUCT AND THAT TRAFFIC SENTINEL DID NOT FOOL US

Today Goa gets rid of Director General of Police (DGP) Dr. Muktesh Chander, the worst that we have ever seen.

Earlier Goa's Police Force was captained by an IGP. And I have fond memories of then IGP of the early 1970s Mr.  M.B. Kaushal.  Had the privilege of interacting with every subsequent IGP and the DGPs who served in Goa. The good, very good and the not so good, but Dr. Muktesh Chander is definitely the worst of the lot.

Sad memories of a very upright DGP Mr. R.S.Sahaye who was suddenly and very unceremoniously shunted out of Goa in 2000 by the then Chief Minister Francisco Sardinha at the behest of Manohar Parrikar. An extremely heartbroken 55 year old R.S.Sahaye returned to Delhi and soon breathed his last after a massive heart attack. I had met Mr. Sahaye before he left Goa and after a long chat with that refined officer, I could sense how bitter he was over the very shabby treatment meted out to him.

Dr Muktesh Chander has miserably neglected the welfare and wellbeing of our awfully distressed Police Constabulary.  Despite the Goa Human Rights Commission (GHRC) repeated advisory that Police Personnel are human beings and they should be so treated, Dr. Muktesh Chander even chose to high-handedly challenge before the High Court the very powers of the GHRC. 

The people of Goa have a right to know whether the DGP Dr. Muktesh Chander in the name of the so called 'TRAFFIC SENTINEL' tried to cunningly camouflage his underhand and blatantly dishonest dealings within the department.

It is no secret that Dr. Muktesh Chander with the tacit blessings of his God Father, Messiah and Guru Chief Minister Manohar Parrikar has patently violated every possible laid down governmental administrative Protocol.

Dr. Muktesh Chander was Goa's first DGP to very high-handedly station a Goa Police Vehicle in Delhi for the convenience of his family and extended friends. A very extraordinary and unacceptable sorry state of affairs.

Less said the better on how the Dabolim Police Station staff has been repeatedly coerced to rake in the US Dollars as pocket money for the frequent overseas trips by Dr. Muktesh Chander's better half. Besides, the DGP needs to hang his head in utter shame that he dared to entertain the underworld and violators of law at his official residence.

Goa's current lawlessness is there for all to see, and it reflects the inefficiency of the DGP who by his acts of omission and commission miserably failed to command any respect from his forces. His conduct should have been exemplary but he has been a puppet of Chief Minister Manohar Parrikar and the ruling BJP.  Nothing more needs to be said on DGP Dr. Muktesh Chander's huge bungalow at Socorro in Porvorim which is under construction.

Mr. DGP, as you depart Goa all that I can say is that you have miserably failed on all counts and you have not done justice to your force especially the struggling constabulary. Let us hope the incoming DGP Pranab Nanda is able to restore the much needed credibility to a very battered Goa Police which needs to be a truly independent force well and absolutely insulated from all political machinations.
