To me personally this free wifi sop is a little far fetched.
Just like Mulayam ji's free laptops.Wonder wat is in store for us in dis.

Salient features

a) Reliance gets 680 poles on pilot basis to "test" 4G connectivity.
The value of each pole is Rs.20,000 per month. 4G/LTE needs a density
of 80 poles per sq.km. Delhi is 1,500 sq.kms so a 4G player like
Reliance needs 120,000 "poles"- Base Transceiver Stations =>Rs. 240
crores right of way per month per player owed to DELHI's
MUNICIPALITIES. Each of these BTS is about 100 feet in height and very
ugly and emits "non-ionising radiation"and operatesin the 2300 MhZ
band
In the State of Gujarat there are 4 such 4G/LTE licencees, so the
municipalities can get lots of money if they wish.

b) Tata-Docomo has been given Connaught Place. It is not known if any
tenders were called.

c) "Free" wifi is only for 20 minutes - that too with horrible speeds
- after that it is Re.20/hr. To access the "free" service you have to
give your private details like email ID/mobile number and give consent
to receive SPAM from the service providers. NDMC has created a
MONOPOLY for Tatas.

d) The reason that 4G/LTE players need access in "public spaces" is
that otherwise it needs an NOC from private property owners. If a
local municipality gives permission to erect a 30m tall cell tower
outside your bedroom window but on a public street you can't complain.
The mobile lobbies have also procured various judgments all claiming
there is no health risk from their towers.

In short, this entire "free" Wifi scam is to get "free/cheap" right of
way to erect 4G/LTE towers, which being much lower powered at 20W than
a 2G/3G conventional telephony tower, needs a higher density of towers
per sq.km for the projected data rates/capacities.
