Inspite of the Supreme Court rulings,
the CIC continues to remit complains lodged Under Section 18
back to the FAA of the respective Public Authority. Check
this decision dated 31st July, 2014 at the following link

Members may note that the complainant had clearly stated
that he has not been provided any response to his
"supplementary appeal" yet the complain has been remanded
the cast to the FAA. CIC cannot make up its mind whethere
the complainant is an appellant or complainant, as both
terms are used in different para in this decision.

This is one of the last decisions on the website which is in
English.
