Re: [IAC#RG] First Appellate Authority (RTI) of Congress Party.

Hemant

These skills are developed after many decades of dealing with babudom.
BTW, I don't bribe anyone nowadays (except the odd Railway TT if reqd),
although that was a skill I had also picked up along the way.

PS: The answer you receive is NOT important. The only thing which
matters is that a well drafted query based on sound information/intuition
has been posed to a JUNIOR officer in charge of the file.

PPS: 50% of everything worth knowing about Indian babudom is reflected
in the BBC TV series "Yes Minister"

YES MINISTER

Jim Hacker: Opposition's about asking awkward questions.
Sir Humphrey: And government is about not answering them.
Jim Hacker: "Well, you answered all mine anyway."
Sir Humphrey: "I'm glad you thought so, Minister."

Sir Arnold : "If people don't know what you're doing they don't know
what you're doing wrong"

Bernard: But surely the citizens of a democracy have a right to know.
Sir Humphrey Appleby: No. They have a right to be ignorant. Knowledge
only means complicity in guilt; ignorance has a certain dignity.

[Bernard wheels in a petition from the archives against surveillance,
containing 24 million signatures.]
Bernard: Shall I file it?
Hacker: Shall you file it? Shred it!
Bernard: Shred it?
Hacker: No one must ever be able to find it again!
Bernard: In that case, Minister, I think it's best I file it.

Hacker: The three articles of Civil Service faith: it takes longer to
do things quickly, it's more expensive to do them cheaply and it's
more democratic to do them in secret.

Hacker: Are you saying that winking at corruption is government policy?
Sir Humphrey: No, no, Minister! It could never be government policy.
That is unthinkable! Only government practice.

Sir Humphrey: How are things at the Campaign for the Freedom of
Information, by the way?
Sir Arnold: Sorry, I can't talk about that.
