In what way are these comments helpful/relevant to the question of exemption of CBI from RTI and the pending proceedings in Madras High Court?

Whereas any lazy, publicity seeking busybody or NGO can fie (copycat) PILs,(??), a Writ Petition is crafted according to the unique facts, grievances and circumstances of the Petitioner(s).
