You are not the only person holding a reply that SC RTI Fee/Cost Rules are not gazetted.

The SC is taking the stand that they have Constitutional powers to self determine their own procedures and are a law unto themselves in the absence of a SPECIAL LAW by Parliament

As you mentioned, the SC has not notified any rules in the Official Gazette, as required under Sec 28.
They cannot "choose" to follow or not follow anything.
Even if they chose to follow Central RTI Rules, they need to notify them.
Hope they know how to copy/paste.
Surely, the legal luminaries in the SC must be aware of this.

I have a clear written reply from the CPIO of the SC, confirming that the SC has no RTI Rules.

Therefore, since nothing is notified, there are no RTI Rules that the SC has.
That simply means that getting information from the SC, under RTI, is free.
