Mr. Kalia , Upto four lakhs the bank should not demand for any collateral security for the sanction of loan , If some body asking bribe please report to concerned bank vigilance department and you can complain to CBI Also , It is common the corruption in financial institutions is rampant and it is more than other departments , no body is questioning them , you ask NPA Details of that bank , how much of loan given to defaulters

From your writing it is understood that concerned staff of the bank is expecting something from the applicant . It is better first to approach the Branch Manager then Regional Head office of the bank in details . Every thing should be in writing  not verbally . It also should be confirmed  that requisite papers for loan application have already been submitted in full. Hope this may give some soluion .
